- Assessing the distribution and use of income changes in income with Social Accounting MatricesPublication . Santos, SusanaSeveral different areas of the socio-economic activity of countries, and in particu- lar the distribution of income, can be studied with the use of Social Accounting Matrices (SAMs). The features underlying a SAM allow for the reading and interpretation of the socio-economic activity of countries, leading to the production of an empirical work that can highlight specific aspects of the reality under study and offers the chance to perform experiments with changes in those aspects. Thus, SAMs can also be used to support policy decision processes. With the aid of some methodological principles based on the works of R. Stone, G. Pyatt and J. Round, a SAM-based approach to the study of income distribution is carried out, seeking to provide both an empirical and a theoretical description of the socio-economic activity of a country, respectively through a numerical and an algebraic version of a SAM. The algebraic version can also be referred to as a ‘SAM-based model’. This study uses the nomenclatures of the latest version of the System of National Accounts (2008 SNA). By including production and institutions accounts in a matrix format, the struc- tural features of a country’s production and income distribution can be worked upon together, making it possible to capture specific networks of linkages and the corresponding multiplier effects, in subsequent modelling exercises. A basic SAM is presented, with rows and columns representing accounts. The production accounts are represented by activities (or industries), products (or goods and services), and factors of production. The (domestic) institutions are represented by the current, capital and financial accounts. The rest of the world account represents the “external” part of the (domestic) economy. Bearing in mind the importance of ensuring the consistency of the whole system, possible disaggregations and extensions to that basic structure are analysed. Aggregates and balancing items that can be identified and calculated outside this matrix format are also presented. An assessment of a country’s distribution and use of income is presented, by means of the identification of some of the underlying structural features of SAMs. Macroeconomic effects of changes in income are then identified by way of an experiment with a change in the taxes on income and wealth, paid by the house- holds to the government, using a SAM-based approach. The exposition is accompanied by an example which is applied to Portugal.
- Assimetrias espaciais do progresso no continente portuguêsPublication . Silva, ManuelaNo termo de dois planos de fomento, é inteiramente justificada e oportuna uma avaliação dos resultados obtidos. Nas observações que seguem, temos presentes apenas os efeitos de ordem social, designadamente sobre as assimetrias da repartição da riqueza nacional e do grau de satisfação dos indivíduos. Por outras palavras, é nosso intuito -analisar as variações que se registaram nas condições sociais e qual o sentido dessas variações. Uma vez que se prepara novo programa para a política governamental de desenvolvimento económico, será de toda a oportunidade que se considere a possibilidade de, através do novo Plano, se garantir a melhor difusão do progresso por todas as regiões e bem assim de se corrigirem as assimetrias observadas. Será ainda de esperar que o novo Plano venha a dar resposta a necessidades fundamentais das populações mais desfavorecidas e integrá-las no processo geral, de promoção material e espiritual que é o objectivo último de todo o desenvolvimento.

- Cooperation or firm-based innovation? Evidence from the Portuguese economyPublication . Fernandes, Sílvia; Cesário, Marisa; Jesus, Bruno; Barata, José MonteiroIn this work our aim is to identify the sectors of the Portuguese economy that most engage in cooperation to develop innovation and which sources and/or agents are most used, by sector and type of innovation (with incidence in product and process innovation). To attain these goals, it is structured as follows: next section makes a literature review on the assets and agents of cooperation for innovation; third section describes the research framework (instrument, sampling and frequencies) for appraising the nature of the innovation process in terms of cooperation or firm-based innovation by type of innovation (product/process); then fourth section differentiates these results by sector outlining which cooperation sources/agents are most used (scope) and relative intensity (scale); finally fifth section concludes and refers future directions of research.

Louçã, FranciscoA economia vive uma grave crise paradigmática, cuja descrição resumida constitui o tema da primeira parte deste artigo. Através da leitura de diversos discursos presidenciais na Associação Americana de Economistas ou de diversos laureados pelo Prémio Nobel, essa crise é enunciada e discutida. A segunda parte discute algumas das respostas a esta crise, nomeadamente programas e projectos de fronteira que contribuem para substituir a ciência normal dos últimos cinquenta anos. São depois discutidos alguns dos progressos na economia computacional, no estudo da dinâmica não linear e nas ciências da complexidade, entre outros. Argumentar-se-á de que esses desenvolvimentos iluminam algumas das dificuldades centrais do paradigma mas não resolvem ainda as suas principais contradições, embora novos e importantes progressos estejam prometidos

Silva, Joaquim RamosCom este tour d'horizon das relações económicas luso-americanas, centrado no período posterior à adesão de Portugal à CE, mas em que se procurou não descurar uma certa perspectivação histórica, sem a qual resultaria infrutífera toda a análise, foram identificados alguns dos seus problemas fundamentais. Ao mesmo tempo, quis-se colocar este trabalho no quadro de uma reflexão crítica que abrisse caminho à sua reformulação com vista a uma melhoria efectiva dos padrões de relacionamento económico entre Portugal e os EUA que manifestamente disso carecem em toda uma série de domínios relevantes. Contudo, o nosso objectivo principal não era o de definir medidas de política que pudessem remediar a esta situação, mas o de conhecer melhor um tema pouco estudado e por esse motivo, fomos às vezes tão longe e tão fundo na apresentação de informação.
