  • Landscape perception as a basis for landscape strategies. Developments in Portugal

    The perception of landscape and its transformation underpins the process of socio-ecological awareness that is essential to a healthy relationship between Humans and Nature. One of the great challenges to contemporary and future society is the vital need to increase knowledge and awareness of the development model that has led us to the global ecological crisis that we face today. We know that resources may become scarce if we continue to consume them at the current rate, especially if the rise in atmospheric temperature exceeds certain limits. The landscape reflects this economic model and the decisions that are taken on the territory. Different expressions may be used depending on the scale and intensity of the transformation that has occurred as the landscape is a resource that is essential not only to the development of economic activities but also to the qualification of the territory and the well-being of the population (Cassatella and Peano, 2011). In Portugal, the result of two critical trends can be observed in the landscape - the depopulation of rural areas with the consequent concentration of population in urban settlements influenced by the coastline, and the inevitable simplification of the agricultural and forest cultural mosaics.

  • Towards a water-smart society: Progress in linking theory and practice

    Few scientific publications discuss the vision of the water-smart society. Our paper addresses this gap, outlining key principles of urban water–smartness and translating them into five strategic objectives to support decision-making at the local government level. Based on recent literature and dialogue with six European water Living Labs, we argue that the water-smart society must highlight societal well-being and co-development across sectors. Furthermore, we emphasize the need for a long-term perspective, conserving nature, and maximising ecosystem services, while anticipating change. Finally, we discuss how a more grounded conceptualisation of the water-smart society can guide utilities and urban policy design.

    Num quadro de mudança e incerteza, designadamente de alterações climáticas, demográficas e tecnológicas, o equilíbrio do território passa também pela criação de uma paisagem de maior valor, contrariando a segregação e fragmentação territorial. Os recursos e serviços associados à paisagem serão chamados a contribuir de modo a produzirem bens, serviços e conteúdos transacionáveis e atraírem populações externas (turistas e novos residentes) e para a dinamização da competitividade da economia à escala local, regional e nacional. Em termos operacionais, no que respeita à execução desta medida através dos Planos Diretores Municipais (PDM), importa impulsionar e dinamizar a integração nestes Instrumentos de Gestão Territorial (IGT) de abordagens que permitam obter resultados concretos com expressão territorial, esperando-se que, no futuro, haja um aumento das paisagens multifuncionais, sejam exploradas e concretizadas novas oportunidades económicas baseadas na capitalização dos ativos locais e do capital natural, da identidade cultural nacional regional e local, da qualificação da paisagem urbana e periurbana pelo aproveitamento e/ou reconversão dos espaços abandonados e desqualificados, da reabilitação do património cultural e arquitetónico em espaço urbano e rural, e do conhecimento e da cultura paisagística e territorial. O planeamento municipal deve atender a estas novas abordagens e, partindo de um diagnóstico atualizado, planear o futuro da paisagem municipal e as transformações que deseja para o seu território, consciente de que intervir na paisagem implica a adoção de abordagens integradas, interdisciplinares e intersetoriais. Tais abordagens deverão passar pela identificação e integração de objetivos de qualificação da paisagem nos planos territoriais, em particular nos PDM, num processo que pressupõe o envolvimento dos cidadãos.
  • Strategizing regional food systems as pathways towards sustainability transitions:the case of Lisbons Metropolitan Area

    Sustainability Transitions and the complexity of its underlying challenges place a tremendous transformative pressure on food systems, putting the food transition on the forefront to generate co-benefits for a multitude of actors and players, translated into positive impacts on the economy, health, the environment, the climate adaptation and on the society. Various international strategies and commitments recommend that this transition be fully achieved by 2030, contributing to the goal of carbon neutrality, climate adaptation and biodiversity conservation, increasing physical and mental well-being, especially for the most vulnerable groups of the population. A sustainable food transition has thus recently gained increased relevance in metropolitan spatial planning and development policies. However, the complexity of steering this process and delivering transformative change sits far beyond any spatial and territorial constraints, to include the intricate, and often conflicting dynamics of the governance of food environments. As an outcome of a five-year intensive process, the Food Transition Strategy for the Lisbon Metropolitan Area was delivered at the end of 2023 and is now ready to be implemented underpinning a vision to reconfigure the evolution trajectories of the metropolitan food system by 2030. In this paper, we critically review the experience of strategizing this regional food system from a bottom-up approach by interlinking applied research with the current regional policies into force and the action undertaken by a backboned food policy network that has preliminary established the baseline for the Food Transition Policy to come up into this achievement.
  • Drivers and Barriers for Water-Smart Solutions across 6 Cases: Policy and Governance, Deliverable 5.3

    This is a report on Policy and Governance: Drivers and Barriers across 6 European Cases. It offers a preliminary overview of the main drivers and barriers related to the policy and governance dimensions across the six Living Labs of B-WaterSmart: Alicante (Spain), Bodø (Norway), East Frisia (Germany), Flanders (Belgium), Lisbon (Portugal) and Venice (Italy). It starts by providing an overview of the policy framework with implications for water management in the European Union, including the main plans and strategies related to adaptation to climate change and implementation of a circular economy, along with the nexus of water-energy resources waste. Furthermore, there is a section that describes succinctly the main models of water governance in Europe. The contents and conclusions of D5.3 will inform further work of WP5 – Society, Governance and Policy, namely Task 5.2 on Drivers and Barriers for the Implementation of B-WaterSmart Solutions, as well as Task 5.4 – Guidelines and recommendations for policy & regulation for water-smart systems, which has started in February 2022, and goes until the end of the project in August 2024. This report will also inform further work on proposals for innovative models of governance, in parallel with the Communities of Practice (CoP) of each LL (D5.5).
  • Landscape character assessment and regional landscape strategy in the Azores, Portugal

    Fast and continuous landscape changes have been considered as one of the strongest drivers behind the loss of nature values, along with degradation and regimes of ecological disturbances that have evident impacts on economic activities ( Olarieta et al., 2008 ; Nuissl et al., 2009 ). The need to preserve the diversity, identity and cultural heritage of landscapes and societal demand for sustainable development ( Roca and Oliveira-Roca, 2007 ; van Eetvelde and Antrop, 2009a ) has led to initiatives for inventorying, assessing and monitoring landscape dynamics (Meeus, 1995; Swanwick, 2002 ; Cancela d’Abreu et al., 2005 ). It has also improved landscape modelling based on future scenarios ( van Berkel and Verburg, 2011 ).

  • Mettere in atto la pianificazione Alimentare nell’area della Città metropolitana d Lisbona

    I sistemi alimentari stanno acquisendo importanza nell’agenda politica internazionale come risposta al contesto di allarme globale nel quale la crisi economica è affiancata dall’emergenza climatica e dalla crisi pandemica. Tale consapevolezza è stata introdotta dalle Nazioni Unite durante la definizione del Vertice sui sistemi alimentari nel settembre 2021 e consolidata dall’impegno europeo ad attuare la strategia Farm to Fork, nell’ambito del Green Deal, per il prossimo decennio. Guardare al cibo attraverso un approccio sistemico ha l’enorme vantaggio di poter agire contemporaneamente sulla salute umana, ambientale ed economica del pianeta nel XXI secolo attraverso una visione integrata. Questi cambiamenti globali, insieme ai rischi sistemici e alla profonda instabilità, fanno dell’approvvigionamento alimentare delle città uno dei temi chiave in termini teorici, pratici e politici dell’articolazione tra strategie agroalimentari e urbane in tutto il mondo. Negli ultimi cinque anni, il Milan Urban Food Pact ha riunito più di 200 città che hanno adottato strategie di pianificazione alimentare urbana che coinvolgono circa 450 milioni di abitanti (MUFPP, 2015) verso alimenti sani, sicuri, sostenibili ed equi. Attualmente, garantire questo obiettivo presuppone che possiamo intendere il cibo al di là del cibo, l’alimentazione al di là del settore produttivo agroindustriale e, in particolare, estenderne l’impatto dal livello locale a scale più ampie, sulla base di reti di città che sempre più perseguono approcci in questo settore, sia in Europa che in altri continenti (Moragues-Faus, 2021, Oliveira , 2021b). Garantire questo obiettivo presuppone che possiamo considerare gli alimenti come qualcosa che va al di là di ciò che mangiamo, vale a dire gli alimenti come un sistema complesso e fondato sul territorio, in cui operano vari attori, i quali garantiscono il rapporto tra il produttore alimentare e il consumatore. Così, oltre alla produzione agricola e zootecnica, questo sistema comprende l’industria agroalimentare, la distribuzione, un universo molto diversificato di consumatori con diete e stili di vita differenti e il recupero dello spreco alimentare. Ciò rende pià facilemte comprensibile la necessità di inserire il cibo come aspetto centrale della pianificazione territoriale per garantire alimenti responsabili.
