  • Tourism competitiveness in Cape Verde : the case of Tarrafal/Santiago

    The study of competitiveness has been constantly gaining importance in recent decades. Cape Verde Government elected Tarrafal as a development hub of tourism competitiveness. Since the empirical validation of competitiveness Cape Verde is still shortfall, so the current research aims to analyze the determinants of competitive advantage of tourism in Tarrafal. To achieve this goal, it was adopted a qualitative methodology based on a sample of the major 136 key players in the tourism area and the creation of four working groups during Tarrafal Technical Days (1 and 2 July 2022) to better discuss these issues. The discussion of the nal conclusions from each working group, allowed to systematize some major development alternatives to Tarrafal as a strategic tourism hub. Major implications for managers were also presented, such as the importance to develop and reinforce cultural traditions, reinforce entrepreneurship in order to maximize the tourism chain value through the implementation of better infrastructures (better roads, a maritime port as well as an aerodrome), diversify the tourist o er based on di erent segments (culture, nature, sports, events, remote working among others) and bene t other regions and municipalities around the county.
  • Portugal’s iequality regime : many contradictions, multiple pressures

    This paper applies the concept of inequality regime, in the tradition of the Regulation School, to the analysis of the patterns and drivers of socioeconomic inequality in Portugal in the last few decades. Key empirical patterns are identified with respect to income inequality, top and bottom incomes, wealth inequality, monetary poverty and non-commodified provision of basic goods. We then discuss several underlying processes and mechanisms, namely the capital-labour relation, classification struggles, financialisation, redistribution, and welfare, to account for the identified empirical patterns. We conclude that Portugal’s inequality regime is remarkably contradictory and argue that the country’s success in curbing most measures of inequality in recent times is especially vulnerable to a variety of pressures.
  • A caminho de uma recaída da economia mundial? : Ainda algumas notas sobre a natureza mundial? : Ainda algumas notas sobre a natureza da crise económica e financeira de 2008-2009 e os seus impactos na economia europeia

    Partindo da análise dos últimos dados sobre a evolução da economia mundial, discutem-se as razões que poderão estar na base da persistência das dificuldades em recuperar, de forma sustentada, os ritmos de crescimento, em particular na zona euro, mais de uma década após a eclosão da crise de 2008 – 2009. Discute-se a natureza desta crise económica global, os seus impactos a nível regional europeu, a emergência do que se designou por crise de identidade do projeto de integração europeia, a ineficiência do sistema euro enquanto mecanismo de ajustamento, interno e externo, e o papel da política monetária não convencional. Conclui-se pela necessidade de a Europa proceder a uma redefinição profunda do seu projeto de integração, incluindo o redesenho do sistema euro à luz da experiência recente da política monetária não convencional. Neste processo, considera-se haver um lugar importante para Portugal, enquanto país europeu atlântico, cuja identidade se formou e consolidou no processo de constituição da economia global.
  • The value of TV reruns : an economic approach

    Free-to-air TV broadcasters select programs with the aim of maximizing the number of viewers and therefore, advertisement revenues. A significant part of TV schedules includes repetitions of programs (reruns), as they are less costly when compared to the production of original content. In this work, we discuss why reruns exist and we put forth a set of propositions and discuss the factors that should determine the value of TV reruns. We argue that the value of TV reruns is positively related to the success of the first release, the elapsed time since the last showing, the number of viewers at the time slot it is broadcast, and the audience quota share of the TV broadcaster. On the other hand, the value of TV reruns tends to decrease with each additional repetition, and with the age of the program.
  • Coronacrise 2020: que crise?

    Discute-se neste ensaio a crise económica desencadeada pela Covid-19, designadamente nas suas particularidades e nos elementos comuns com as crises económicas que a antecederam. Em particular, discutem-se os ele mentos de ligação com a crise de 2008-2009, com destaque para a comparação entre as respostas que foram dadas nessa altura com as respostas que estão a ser dadas na situação atual, procurando-se evidenciar as diferenças entre a inter venção mais ativa do Banco Central Europeu e a intervenção hesitante e contra ditória das instituições nacionais e europeias com responsabilidade na política orçamental. Destaca-se a necessidade de um plano de recuperação económica, de di mensão europeia e integrador das especificidades nacionais, bem como a necessi dade de uma alteração de postura relativamente ao papel da política económica, que deve privilegiar uma perspetiva expansionista de longo prazo em substitui ção da perspetiva contracionista que tem condicionado a gestão macroeconómica europeia nos últimos anos.

  • Acerca da repartição funcional do rendimento na economia portuguesa

    Based on an empirical analysis of the evolution of the labor share of income in Portugal between 1960 and 2017, this article proposes an interpretation of the evolution of the functional distribution of income in the Portuguese economy which is characterised by the existence of different characteristic periods. Depending on the period, we find empirical evidence of the existence of strong and significant associations between the functional distribution of income and the real GDP growth rate, the inflation rate and the unemployment rate, respectively. These findings suggest the succession of different regimes regulating the functional distribution of income in the Portuguese economy, which go from countercyclical to procyclical over time.
  • Challenges of a small insular developing state : Cape Verde

    The aim of the current study is to make the diagnosis of tourism in Cape Verde and point out major challenges to sustainable development in Cape Verde. To carry out this purpose, we conducted 19 in-depth interviews (22 April and 3 July 2019) with managers of di erent sector in Cape Verde. This number of interviews allow us to achieve the saturation. Cape Verde authorities should be aware that islands have lack of lodgings and infrastructures, small diversi cation of tourism products, high costs of water, energy, communications, and infrastructures as well as a limited quality of vocational training.
  • O mecanismo europeu de apoio à paz no reforço da União Europeia como ator securitário

    Num contexto global volátil, a União Europeia tem procurado reforçar as suas capacidades de forma a promover a prevenção de conflitos, a consolidação de paz e o reforço da segurança internacional. Contudo, muito embora disponha atualmente de mecanismos para a gestão de crises e prevenção de conflitos, estes não se têm mostrado suficientes ou inteiramente eficazes. O Mecanismo Europeu de Apoio à Paz (MEAP) surge enquanto tentativa de consolidar o papel da UE como ator securitário global, por via do financiamento direto de operações militares. Este artigo analisa a sua criação e o papel que se prevê que venha a desempenhar no contexto da PCSD, proporcionando o necessário enquadramento no âmbito de experiências similares anteriores. Apesar dos desafios impostos pela sua criação, o MEAP representa um forte compromisso da UE com a consolidação da paz e reforço da segurança a nível global.
  • Sources and consequences of teachers’ stress during the Covid-19 pandemic

    The Covid-19 pandemic has had severe and unprecedented consequences in multiple facets of education. Schools, teachers, students and their families were affected and the negative impacts will last for years. The aim of this paper is to identify and explain the sources and consequences of teachers’ job stress and burnout during the pandemic as well as job and life satisfaction. Three sources of stress are emphasised: time allocation changes and workload; the behaviour of students; and the technostress. The empirical research is based on an original online survey applied to middle and high school teachers in Portugal . Information from four time references is collected: before pandemic; first school closure in 2020 (16th Mar – 16th Sep); second school in 2021 (15th Jan – 5th Apr)); at the time of the survey (June-July 2021) The data obtained include characteristics and changes about: teachers and their households; job satisfaction, stress and burnout; life satisfaction; working time and teaching roles; work-life balance; teachings goals, methods, and outcomes; work stressors; working conditions for telework; expectations for teaching year 2021/2020 about job and teaching methods. The results show that teachers’ job stress increased during pandemic and the behaviour and performance of students is it main driver. The difficulties to conciliate work time and personal time are also predictors of teachers’ job stress. Signs of increasing burnout exist.
