En 1143, cuando el reino de León y Castilla reconoció su independencia, nacía un estado que es hoy el tercero más antiguo de Europa. Las diferencias, sin embargo, son notables: mientras Francia e Inglaterra se constituyeron rápidamente en potencias, Portugal nunca dejó de ser un pequeño país ubicado en la periferia del continente y cercado por la amenazante España. Pequeñez, periferia y vulnerabilidad se convirtieron en elementos constitutivos del pensamiento político nacional, y el mar se transformó en única opción de supervivencia. De ahí surgió la alianza diplomática más antigua de Europa, establecida con Inglaterra en 1386.

- Gabinetes de partido único y democracias presidenciales: indagaciones a partir del caso argentinoPublication . Camerlo, MarceloEl estudio de los gabinetes presidenciales se ha focalizado predominantemente en las formaciones de coalición, distinguiendo a los ministros en función de su afiliación partidaria particularmente en los momentos de instauración y terminación del gabinete. Este artículo desplaza el foco de análisis hacia los gabinetes de partido único para indagar las modalidades de selección de ministros en situaciones donde el soporte legislativo de coalición pierde relevancia. Se propone un modelo de análisis que incluye la observación de afiliaciones extrapartidarias, capacidades técnicas individuales y vínculos personales con el presidente, y se lo aplica al estudio del caso argentino. Los resultados sugieren que presidentes bien posicionados tienden a aplicar estrategias de distribución de ministerios más cerradas, con grados de institucionalidad que dependen de la organización partidaria del presidente y su estilo de liderazgo.

- Portuguese political science in portugal and abroad: publications in major journals (1999–2014)Publication . Camerlo, Marcelo; Terra, DéboraHow was the flow of Portuguese political science publications across national, European and international levels during the last 15 years? Applying the framework proposed by this symposium, our analysis of 182 top ranked articles shows that (i) articles published in top foreign journals present distinctive characteristics as they predominantly rely on the use of quantitative methods, belong to the comparative politics field, confer less attention to democratisation, and are mostly written by mixed teams concentrated in only two institutions; (ii) differently, articles of top national journals present similar features to other local production (predominantly qualitative inward-oriented and written by one male author); and (iii) despite the widespread rapid growth of the discipline in the country, there is no significant change in the nature of these articles within or across the three observed levels during the period of observation.

- The european political science agenda: a multilevel analysis from a country perspectivePublication . Camerlo, Marcelo; Doyle, David; Diez, Fátima garcía; Marsteintredet, LeivThis presentation introduces the analytical framework applied in this symposium for the analysis of publishing trends of European political scientists. Our goal is to ascertain the degree to which the discipline in four contrasting countries (Ireland, Norway, Portugal and Spain) speaks to a wider European or international audience. Is political science insular in these countries, or is it internationalised? On which aspects are the publications similar at the domestic, European and international levels, and on which do they differ? What dynamics have affected publishing habits over time? Is it possible to observe a process of convergence or divergence across levels over time? To face these questions, we set up a cross-national research team composed of graduate students and professors from the four countries, and created a common dataset that collected information on articles published in the highest ranked national, European and international journals between 1999 and 2014. The findings suggest that political science research in these countries has been running in two separate worlds: the domestic and the foreign levels. Also, the analyses point to a divergence between north and south regarding the predominant fields, topics and the interest for Europe, and institutional concentration.
