Esta dissertação é resultado de uma pesquisa no âmbito da área disciplinar das Políticas
Públicas, tendo como problemática central a análise das políticas públicas para a educação
profissional de ensino secundário, especificamente o que é definido em Portugal como Cursos
Profissionais e no Brasil, Educação Profissional Técnica de Nível Médio - EPTNM, que foi objeto
de estudo comparado entre Portugal e Brasil. O objetivo geral deste trabalho foi comparar
estas políticas sublinhando as suas singularidades e similitudes. Em termos metodológicos,
esta pesquisa documental de natureza descritiva, desenvolveu-se por meio da análise
documental da legislação e de outros documentos pragmáticos. Como proposta de
ferramenta analítica adotou a teoria do Ciclo de Políticas Públicas, utilizando-se as fases que
envolvem os processos de agendamento, formulação da política e legitimação da decisão. A
comparação foi realizada sob a perspetiva histórica. Como baliza a este estudo foi utilizado as
leis de base para a educação vigente em ambos os países, no caso de Portugal a Lei n.º 46/86
de 1986 e no caso do Brasil a Lei n.º 9.394 de 1996. Os resultados permitiram concluir que há
similaridade entre os países em muitos dos aspetos analisados, seja na temporalidade dos
seus eventos, seja pelas razões pelas quais as suas políticas foram elaboradas ou pelas
soluções propostas, seja pelos atores que a influenciaram.
This dissertation is the result of research within the thematic area of Public Policies, having as its central problem the analysis of public policies for professional secondary education, specifically what is defined in Portugal as Professional Courses and in Brazil, Technical Professional Secondary Education - EPTNM. The objective of carrying out a comparative study and identifying, in these policies, aspects of similarities and differences. Therefore, in methodological terms, this qualitative and descriptive research was developed through documental analysis of current legislation and other pragmatic documents. As a proposed analytical tool, it adopted the theory of the Policy Cycle, using the phases that involve scheduling, the political process of formulating the policy, and legitimizing the decision. The comparison was carried out from a historical perspective. As a guideline for this study, the base laws for education in force in both countries were used, in Portugal Law n.º 46/86 and in Brazil Law n.º 9.394/96. The results allowed us to conclude that there is a similarity between the countries in many of the analyzed aspects, whether in the temporality of their events, either for the reasons why their policies were elaborated or for the proposed solutions, or for the actors that influenced them.
