Abstract(s)
A situação geográfica privilegiada na confluência entre três continentes permite a Portugal dispor de condições excepcionais para apostar numa Estratégia de Internacionalização baseada no Uso do Mar, reencontrando-se com a sua vocação histórica e cultural de raiz oceânica, depois de décadas centrado numa União Europeia onde é periférico e tem dificuldades em construir vantagens competitivas.
O contributo da Estratégia Oceano Azul para o regresso de Portugal ao Mar consubstancia-se numa lógica de actuação estratégica e numa ferramenta útil para detectar e competir em mercados alternativos, onde existam menos concorrência e maiores rentabilidades – os oceanos azuis – e enfrentar a concorrência com vantagens competitivas diferenciadas nos mercados – oceanos vermelhos – onde continua a ser necessário competir, sendo o oceano azul de Portugal o Uso do Mar, e simultaneamente, o melhor caminho para se internacionalizar e reconfigurar competitivamente.
Construindo um Cluster do Mar com atributos únicos e de difícil imitação, atraindo parcerias económicas e tecnológicas, e investindo em Estratégias económicas, militares, diplomáticas e psicossociais que confluam para uma Estratégia Integral adequada, exequível e aceitável, apoiada numa cultura estratégica de afirmação do interesse nacional, será possível a Portugal desenvolver-se economicamente, criar bem-estar para os seus cidadãos e reforçar a sua soberania e segurança económica.
The privileged geographical situation in the confluence between three continents allows Portugal to have exceptional conditions to bet on an Internationalization Strategy based on the Use of the Sea, returning to its oceanic historical and cultural vocation, after decades centered in the European Union where the country is peripheral and has difficulties in building competitive advantages. The contribution of the Blue Ocean Strategy to the return of Portugal to the Sea is based on a logic of strategic action that is also an useful tool to detect and compete in alternative markets where there is less competition and higher returns - blue oceans - and to compete with differentiated competitive advantages in markets - red oceans - where it is still necessary to compete, being the blue ocean of Portugal the Use of the Sea, and simultaneously the best way to internationalize and reconfigure competitively. Building a Sea Cluster with difficult to imitate and unique attributes, attracting economic and technological partnerships, and investing in economic, military, diplomatic and psychosocial strategies that converge towards an appropriate, achievable and acceptable Grand Strategy, supported by a strategic culture of affirmation of interest, Portugal will be able to develop economically, create well-being for its citizens and strengthen its sovereignty and economic security.
