Abstract(s)
No quadro da regulação económica por entidades públicas, de empresas em situação de
monopólio natural, três vectores que se inter-relacionam são analisados nesta
dissertação: eficiência, poder de mercado e regulação sectorial.
A eficiência económica é analisada tanto ao nível da afectação dos recursos como ao
nível produtivo. O poder de mercado é analisado de forma a entender-se que este pode
ocorrer "naturalmente" do processo competitivo e salientando-se as suas consequências,
nomeadamente para a eficiência económica. Finalmente, a regulação sectorial é
apresentada, sublinhando-se a sua evolução e o carácter empírico do seu exercício, por
forma a "desapaixonadamente" se entender as opções regulatórias que possam ser
tomadas.
Seguidamente, o sector eléctrico é apresentado em termos económicos e estruturais,
como exemplo e testemunho da inter-relação entre os 3 conceitos expostos.
A dissertação é complementada com uma análise empírica à relação entre as
características técnicas e organizativas de empresas do sector eléctrico e o desempenho
destas, em termos de eficiência produtiva e de afectação dos recursos.
In the chart of economic regulation, by public entities, of enterprises in natural monopoly condition, three directions, which interact within themselves, are described in this dissertation: efficiency, market power and regulation of sectors. Economic efficiency is examined on two leveis: allocation of resources and production. Power market is analyzed to such an extent that it can "naturally" result from the competitivo process, and emphasizing its development and the empiric character of its practice, thus making the possible regulatory options acknowledge in a rather "detached" way. The electricity sector is then presented as an example and evidence of the inter-action among the three notions that have previously been mentioned. This dissertation is completed with an empiric interpretation of the connection between the technical and organizational characteristics of electricity enterprises and their performances, either productive or at allocation resources levei.
