Esta dissertação analisa criticamente o impacto do Programa de Cooperação Transfronteiriça Espanha-Portugal (POCTEP) na transformação estrutural da Eurorregião EUROACE (Alentejo - Centro - Extremadura), ao longo dos ciclos programáticos de 2007- 2013, 2014-2020 e 2021-2027. Através de uma abordagem qualitativa e territorial, que articula análise documental, dados e, sobretudo, testemunhos institucionais de atores diretamente envolvidos na cooperação transfronteiriça, procura-se compreender se o POCTEP tem atuado como motor de desenvolvimento territorial ou se permanece como um mero instrumento de financiamento cíclico. Apesar da continuidade institucional e do volume significativo de investimentos – sobretudo nas áreas do ambiente, conectividade e inovação –, os resultados apontam para impactos estruturais limitados. Persistem desafios como o despovoamento, a fraca diversificação económica, a baixa qualificação da população ativa e a dependência de fundos públicos. Verifica-se ainda uma fraca integração do setor privado, bem como barreiras jurídicas e administrativas que continuam a dificultar a mobilidade e a cooperação efetiva entre os dois lados da fronteira. Os testemunhos recolhidos revelam uma valorização do POCTEP como promotor de cultura de cooperação, mas também uma crítica à sua reduzida capacidade de gerar dinâmicas sustentáveis. A investigação conclui que, embora o POCTEP tenha sido fundamental na construção de relações institucionais, o seu impacto transformador depende da forma como os territórios o utilizam. É necessário reforçar a lógica estratégica e integrada da cooperação, apostando em reformas institucionais duradouras, estruturas de governança estáveis e maior envolvimento da sociedade civil.
This dissertation critically analyses the impact of the Spain-Portugal Cross-Border Cooperation Programme (POCTEP) on the structural transformation of the EUROACE Euroregion (Alentejo - Centro - Extremadura) over the 2007-2013, 2014-2020 and 2021- 2027 programme cycles. Through a qualitative and territorial approach, which combines documentary analysis, data and, above all, institutional testimonies from actors directly involved in cross-border cooperation, the aim is to understand whether the POCTEP has acted as an engine for territorial development or whether it remains a mere cyclical funding instrument. Despite institutional continuity and a significant volume of investment – especially in the areas of the environment, connectivity and innovation – the results point to limited structural impacts. Challenges persist, such as depopulation, poor economic diversification, the low qualification of the labour force and dependence on public funds. There is also weak integration of the private sector, as well as legal and administrative barriers that continue to hinder mobility and effective co-operation between the two sides of the border. The testimonies gathered show that POCTEP is valued as a promoter of a culture of cooperation but also criticises its low capacity to generate sustainable dynamics. The research concludes that although the POCTEP has been fundamental in building institutional relations, its transformative impact depends on how the territories use it. There is a need to strengthen the strategic and integrated logic of co-operation, focusing on lasting institutional reforms, stable governance structures and greater involvement of civil society.
