O presente trabalho de investigação busca contribuir para a compreensão da formação profissional
inicial e o desenvolvimento de competências em policiais rodoviários federais do Brasil. Partindo da
análise do histórico recente da forma como o trabalho é concebido, da produção em massa à produção
flexível, foi possível apresentar a discussão em torno da relevância das competências profissionais e
os reflexos desse conceito no discurso da empregabilidade. Desse contexto surgiu a pertinência da
formação profissional inicial e sua transição da lógica de conteúdos para uma lógica por competências,
pois, em última análise, é sobre a formação inicial que recai a expectativa da transformação de um
cidadão comum em um profissional competente. Para o propósito deste trabalho realizou-se um
estudo de caso de natureza mista, qualitativa e quantitativa, elaborado através de entrevistas e da
aplicação de um survey. Assim, foi possível compreender o histórico da Polícia Rodoviária Federal e a
evolução da sua estrutura de ensino, além de verificar o nível de desenvolvimento das competências
cognitivas e atitudinais, previstas na Matriz Curricular Nacional, nos formados no Curso de Formação
Profissional – CFP 2016.
This investigation work aims to contribute to the understanding of the initial professional qualification and the development of competences in the Brazilian Federal Highway Police Force. Starting from an analysis of recent history of how work is generated, from mass production to flexible production, it was possible to present the discussion around the relevance of professional competences and how this concept reflects on the employability discourse. From this context emerged the relevance of initial vocational training and its transition from the logic of content to a logic of competences, because, ultimately, it is within the initial training that the expectation of the transformation of an ordinary citizen into a competent professional lies. For the purpose of this work, a case study of which was both qualitative and quantitative in nature was carried out and elaborated through interviews and the application of a survey. Thus, it was possible to understand the history of the Federal Highway Police and the evolution of its teaching structure, as well as verifying the level of development of cognitive and attitudinal competences, foreseen in the National Curriculum Matrix, in the graduates of the Professional Training Course – PTC 2016.
