This article presents the legal, regulatory, and methodological aspects of the municipal documents and archive management policy coordinated by the General Archive of the City of Rio de Janeiro (AGCRJ). It discusses the main concepts, methodological procedures, and instruments that underpin the Document Management Program of the City of Rio de Janeiro (PGD Carioca) and outlines the guidelines for its implementation. The archival identification study, applied in the PGD Carioca, allowed for the development of guidelines for documents management with a view to municipal public integrity, as a requirement for access to information and administrative transparency, characterizing a Documents Management model in the State of Rio de Janeiro. Therefore, it was possible to verify that archival identification is essential for defining access criteria, based on the standardization of documents types. The method is indispensable in terms of providing greater control over administrative procedures. The identification and organization of documents and information are, therefore, good practices that contribute to efficiency, efficacy, and effectiveness in the field of document management and reinforce integrity mechanisms in public administration.
