Esta dissertação tem como objetivo analisar os processos e desafios associados à integração socioprofissional dos imigrantes em Portugal, destacando o papel das políticas sociais e dos GIP Imigrante. O trabalho parte da premissa de que a integração é um processo bidirecional que requer o envolvimento tanto dos imigrantes quanto do país de acolhimento, sendo este responsável por criar condições estruturais que favoreçam a inclusão social e económica (Afzali et al., 2023). Na primeira parte, é apresentado o enquadramento teórico, que contempla a evolução histórica e atual da imigração em Portugal, as suas características contemporâneas e as principais barreiras à integração. Seguidamente, são exploradas as dimensões da integração socioprofissional e os seus impactos no desenvolvimento social e económico, estabelecendo uma ponte com os conceitos fundamentais da política social. Discutem-se ainda os modelos de Estado Social e o papel das instituições públicas e da sociedade civil na mitigação das desigualdades. Na segunda parte, a investigação centra-se na análise das políticas e programas direcionados para a integração dos imigrantes, com especial destaque para as estratégias sociais e os instrumentos de apoio profissional, como os GIP Imigrante. Através de uma metodologia qualitativa que inclui análise documental, observação direta e entrevistas semiestruturadas, procura-se compreender a efetividade destas respostas institucionais e identificar as fragilidades existentes. Os resultados obtidos revelam que, embora existam esforços significativos por parte do Estado e das organizações parceiras, a integração socioprofissional dos imigrantes continua a ser um processo marcado por múltiplos obstáculos. A fragmentação das políticas públicas, a falta de articulação interinstitucional e a ausência de acompanhamento personalizado são fatores que dificultam uma resposta eficaz às necessidades desta população. Sublinha-se a necessidade de estratégias mais integradas e orientadas para a equidade, que reconheçam a imigração como uma oportunidade de enriquecimento social e económico para o país.
This dissertation aims to analyze the processes and challenges associated with the socio-professional integration of immigrants in Portugal, highlighting the role of social policies, and the GIP Immigrant. The work is based on the premise that integration is a bidirectional process requiring the involvement of both immigrants and the host country, the latter being responsible for creating structural conditions that foster social and economic inclusion (Afzali et al., 2023). The first part presents the theoretical framework, which includes the historical and current evolution of immigration in Portugal, its contemporary characteristics, and the main barriers to integration. It then explores the dimensions of socio-professional integration and its impact on social and economic development, establishing a connection with the core concepts of social policy. Welfare state models and the role of public institutions and civil society in mitigating inequality are also discussed. The second part of the research focuses on the analysis of policies and programs aimed at immigrant integration, with particular emphasis on social strategies and professional support tools, such as the GIP Imigrante. Through a qualitative methodology that includes document analysis, direct observation, and semi-structured interviews, the study seeks to understand the effectiveness of these institutional responses and to identify existing weaknesses. The findings reveal that, although significant efforts are being made by the State and partner organizations, the socio-professional integration of immigrants remains a process marked by multiple challenges. The fragmentation of public policies, the lack of interinstitutional coordination, and the absence of personalized follow-up are factors that hinder effective responses to the needs of this population. The dissertation highlights the need for more integrated, sustainable, and equity-oriented strategies that recognize immigration as an opportunity for social and economic enrichment for the country.
