Tendo em conta a obrigatoriedade legal e conhecendo os benefícios de um sistema HACCP, a
implementação de um sistema deste tipo no Hospital Militar Principal (HMP) permitiu elevar
os padrões de Segurança Alimentar no estabelecimento, contribuindo ainda para a melhoria
contínua dos sistemas de alimentação de todo o Exército Português.
Sendo o HACCP uma ferramenta flexível, adequou-se à realidade do HMP. A complexidade
das dietas, variedade de alimentos, número de refeições servidas ao longo do dia e o grupo de
risco incluído nos consumidores finais, foram alguns dos principais aspectos tidos em
consideração no desenvolvimento deste projecto.
As análises microbiológicas realizadas permitiram-nos perceber quais os pontos de maior
fragilidade do plano a implementar, sendo necessária especial atenção às dietas especiais
servidas aos doentes.
A Defesa Alimentar procura complementar os sistemas de segurança alimentar comuns
contra contaminações intencionais dos alimentos, esta abordagem pareceu-nos pertinente,
sabendo a importância de um hospital como alvo de um ataque deste tipo. No entanto, não foi
possível delinear o plano de defesa alimentar por falta de meios e tempo.
Tendo sido estabelecido um período de seis meses para o desenvolvimento e implementação
do plano HACCP, este revelou-se insuficiente, ficando a fase final da implementação a cargo
de outro responsável. Para além disso, o apoio financeiro não foi suficiente para que todos os
pré-requisitos fossem cumpridos.
Concluiu-se deste trabalho que é necessário um maior investimento nas Secções de
Alimentação do Exército Português, não só a nível financeiro mas também a nível de recursos
humanos com formação específica. É essencial que a Segurança Alimentar seja reconhecida
como uma mais valia em todas as U/E/O.
ABSTRACT - Given the legal requirement and knowing of a HACCP system benefits, implementing such a system at the Hospital Militar Principal (HMP), the main Army Hospital, allowed us to raise the standards of Food Safety in the establishment, further contributing to the continuous improvement of the food systems supply throughout the Portuguese Army. HACCP being a flexible tool fitted the reality of the HMP. The complexity of diets, food variety, number of meals served throughout the day and the risk group included in the final consumers were among the main aspects taken into account in developing this project. The microbiological analysis enabled us to understand the vulnerabilities of the plan to be implemented, requiring special attention to special diets served to patients. Food Defense seeks to complement ordinary food safety systems focusing on preventing intentional food contamination. This approach was considered of the highest significance, knowing the importance of a hospital as a target for this kind of attacks. However, the food defense plan was not delineated due to lack of means and time. The period of six months established for the development and implementation of the HACCP plan wasn’t enough, leaving the final stage of implementation in the care of another controller. In addition, the financial support was not sufficient for all the pre-requisites to be achieved It was concluded that a greater investment in the Portuguese Army Food Sections is required, not only financially but also in specialized human resources. It is essential for Food Security to be recognized as an asset in all of the Army kitchens.
