O impacto das tendências socioculturais nas políticas identitárias : um plano estratégico sobre as macrotendências

Este projeto explora a relação entre Cultura, Política e Tendências Socioculturais,
focando na comunidade LGBTQIA+ portuguesa, nos seus estilos de vida e no impacto
das políticas na sua forma de viver. Analisa as tendências através da interceção dos
Estudos de Cultura e dos Estudos de Tendências, olhando para a cultura como “a whole
way of life” (Williams, 1985, p.16), como uma partilha de significados e de linguagens
como práticas significantes (Hall, 1997, p. 2) e como um discurso construído através
das relações de poder de uma sociedade (Foucault, 1997, p. 9).
A primeira parte do projeto revê os conceitos operacionais dos Estudos Culturais e dos
Estudos de Tendências. Discute o conceito de Identidade, Identidades queer e a
comunidade LGBTQIA+, com especial foco na história do movimento português e das
políticas identitárias que desenharam o panorama que a comunidade vive hoje.
Os métodos de pesquisa incluem a Desk Research, para ajudar a perceber o estado da
sociedade e das políticas que se fazem atualmente em Portugal e no mundo, o
Coolhunting, para identificar objetos considerados “cool” que nos podem ajudar a criar
uma democracia mais inclusiva, e entrevistas semi-estruturadas, para mapear as
perspetivas de importantes stakeholders da comunidade. Os resultados serão suportados
pela triangulação cultural que esta pesquisa propõe.
A segunda parte apresenta as conclusões da pesquisa no Relatório Temático de
Tendências (Gomes & Cantú, 2021, pp. 81-86), que oferece insights estratégicos para
melhorar a representação queer nas instituições democráticas e no desenvolvimento de
novas políticas identitárias em Portugal. Com esta pesquisa esperamos perceber como é
que os Estudos de Tendências podem ser utilizados para beneficiar a policymaking e o
processo político como um todo.
This project explores the relation between Culture, Politics and Sociocultural Trends, focusing on the portuguese LGBTQIA+ community, on their lifestyles and on the impact of policies on their way of living. Analyses trends through the interception of Cultural Studies and Trend Studies, looking at culture as “a whole way of life” (Williams, 1985, p.16), as a sharing of meanings and languages as signifying practices (Hall, 1997, p. 2) and as a discourse constructed through a society's power relations (Foucault, 1997, p. 9). The first part of the project reviews the operational concepts from Cultural Studies and from Trend Studies. It discusses the concept of Identity, Queer Identities and the LGBTQIA+ community, with special focus on the history of the portuguese movement and on the identity policies that drew the landscape that the community lives on today. The research methods include Desk Research, to help to understand the state of the society and the policies that are being made nowadays in Portugal and in the world, Coolhunting, to identify “cool” objects that can help us to create a more inclusive democracy, and semi-structured interviews, to map the perspectives from important stakeholders from the community. The results will be supported by the cultural triangulation that this research proposes. The second part presents the conclusions of the research in a Thematic Trends Report (Gomes & Cantú, 2021, pp. 81-86), that offers strategic insights to improve the queer representation in the democratic institutions and in the developing of new identity policies in Portugal. With this research we hope to understand how can Trends Studies be used to benefit policymaking and the political process as a whole.
