This report describes the work developed during the curricular internship at Statistics Portugal (INE), as part of the Master's degree in Applied Mathematics to Economics and Management. The main goal was to propose a solution for creating an open data section on the INE portal (https://dados.ine.pt), aligned with Directive (EU) 2019/1024 and European best practices on Open Government. To achieve this goal, the work was structured into three main stages: i. analysis of the national and international status of open data initiatives and the involvement of National Statistical Institutes (NSIs); ii. comparative study of the most widely used architectures, platforms, and metadata models across the European Union, with a focus on countries with high digital maturity such as France, Ireland, and Spain; iii. proposal of a technical and functional solution for INE-Portugal, including the definition of system architecture, data catalog, metadata model, data upload process, and data dissemination strategy. The methodology included document review, comparative analysis of European open data portals, and evaluation of compliance with the DCAT-AP metadata standard, especially regarding integration with High-Value Datasets (HVDs). The final proposal recommends adopting architecture based on the CKAN platform, integrated with INE’s current Data Dissemination Database (BDD), allowing for automated, free, and open-format access to statistical data. The proposed solution is expected to strengthen institutional transparency, promote the reuse of public data across different sectors of society, and support INE’s position as a reference entity in digital transformation and the promotion of open data culture in Portugal.
