Nos dias de hoje existe cada vez mais uma grande competitividade nos diferentes
mercados. Uma gestão eficiente e que gere bons resultados é critico para as organizações,
o que as leva a apostar, em novas ferramentas estratégicas que possibilitam o alcance dos
seus objetivos.
Uma das ferramentas estratégicas mais usadas e com maior sucesso é o Balanced
Scorecard (BSC). Criado por Robert Kaplan e David Norton, o BSC tem como finalidade
ser uma ferramenta no controlo de gestão das organizações permitindo o
acompanhamento da implementação da estratégia e a sua eventual revisão. Esta
ferramenta é importante pois complementa indicadores financeiros com indicadores não
financeiros, articulando-os com a estratégia da organização, ajudando assim na tomada
de decisão da gestão.
Este trabalho final de mestrado apresenta uma proposta de um BSC no setor público,
mais concretamente no Instituto dos Registos e Notariado (IRN). Este instituto é uma
entidade pertencente à administração pública, mas dotado de autonomia administrativa,
estando inserida no mercado de registos nacionais, desde o registo civil até o registo
automóvel. Uma vez que o IRN possui uma estrutura organizacional semelhante a outras
entidades públicas, a proposta de BSC poderá ser adaptada para outros organismos do
setor público. A proposta de BSC para o IRN pretende tornar a instituição mais
competitiva quer a nível estratégico quer a nível operacional.
A metodologia utilizada neste estudo foi qualitativa, nomeadamente através de
entrevistas e análise documental. Após a análise da informação recolhida, foi elaborado
o mapa estratégico e identificados indicadores de performance e as suas metas.
Finalmente foi definido o roteiro para a implementação do BSC no IRN.
Nowadays, there is increasing competitiveness in different markets. Organizations promote an efficient management to obtain the best results and, to this end, they also invest in new strategic tools that enable the achievement of their objectives. One of the most used and most successful strategic tool is the Balanced Scorecard (BSC). Created by Robert Kaplan and David Norton, the BSC allows the management control of the organization as well as monitoring strategy implementation and its eventual revision. The BSC is important because it combines financial indicators with non financial indicators, articulating them with organizational strategy and facilitating decision making. This master's final work presents a proposal for a BSC in the public sector, more specifically the Instituto dos Registos e Notariado (IRN). This institute is an entity belonging to the public administration, but endowed with administrative autonomy, being inserted in the national registration market, from the civil registry to the automobile registration. Since the IRN has an organizational structure similar to other public entities, the BSC proposal can be adapted for other public sector bodies. The BSC proposal for the IRN aims to make the institution more competitive and organized both at a strategic and operational level. The methodology used in this study was qualitative, via interviews and analysis of documents. Based on the analysis of this information a strategic map was designed and performance measures and their targets identified. This study also provides a road map to implement the BSC in the IRN.
