Observando o novo modelo de avaliação do terceiro ciclo de avaliação externa das escolas - O que mudou?

O presente relatório de estágio foi desenvolvido no âmbito do ciclo de estudos conducente ao
grau de Mestre em Educação e Formação, com especialidade em Organização e Gestão da Educação e da Formação, no Instituto de Educação da Universidade de Lisboa. O relatório consiste
na caracterização organizacional e funcional da Inspeção-Geral da Educação e Ciência, na realização de uma investigação descritiva e interpretativa, sustentada em inquérito por entrevista
e por questionário e na pesquisa arquivística, o qual se inscreve no quadro da política de avaliação externa das escolas e, particularmente, do seu terceiro ciclo. O relatório encerra com a
apresentação das atividades desenvolvidas no estágio. Dos resultados, destaca-se o ressurgir da
‘Autoavaliação’ como domínio autónomo nuclear do processo de avaliação, a par da introdução
da Observação da Prática Educativa e Letiva, bem como o alargamento da avaliação das escolas
ao setor privado, e a introdução na equipa de avaliação de mais um perito externo. Por fim,
ficou evidente um enfoque dos avaliadores nas questões da inclusão e do Perfil dos Alunos à
Saída da Escolaridade Obrigatória, em detrimento dos aspetos relativos à inovação, não obstante esta estar contemplada no nível excelente, que engloba os termos resultados notáveis e
práticas inovadoras.
This internship report was developed in the context of the Master´s degree in Education and Training, with a specialty in Organization and Management of Education and Training, at the Institute of Education of the University of Lisbon. The report consists of the organizational and functional characterization of the Portuguese Inspectorate of Education and Science, a descriptive and interpretive research, supported by interview and questionnaire surveys and by archival research, which is part of the policy of external evaluation of schools and, particularly, of its third cycle. The report closes with a presentation of the activities developed during the internship. Of the results, we highlight the resurgence of 'Self-evaluation' as a core autonomous domain of the evaluation process, along with the introduction of the Observation of Teaching and Educational Practice, as well as the extension of school evaluation to the private sector, and the introduction in the evaluation teams of one more external expert. Finally, the evaluators' focus on inclusion and the profile of students when they leave mandatory schooling (“Perfil dos Alunos à Saída da Escolaridade Obrigatória”) was evident, to the detriment of aspects related to innovation, despite this being included at the excellent level, which encompasses the terms outstanding results and innovative practices.
