O mercado laboral tem vindo a sofrer bastantes alterações nas últimas décadas, contudo ainda se encontra pouco inclusivo em relação às pessoas com deficiência. Cada vez mais, as entidades públicas estão comprometidas em prestar serviços de qualidade à sociedade bem como a definir planos e políticas de Responsabilidade Social, que garantam os direitos dos cidadãos com necessidades especiais, e sirvam de exemplo a outras entidades, nomeadamente privadas, na promoção e sensibilização de práticas inclusivas.
O presente estudo tem como objetivo fazer uma reflexão sobre a importância das práticas de recursos humanos na integração de pessoas com necessidades especiais no mercado de trabalho, nomeadamente no caso específico da Câmara Municipal de Rio Maior. Irá ser realizado um estudo de caso sobre as práticas de recursos humanos utilizadas pela instituição para a inclusão de colaboradores com deficiência no mercado de trabalho da região, onde se realizaram entrevistas a cinco colaboradores e à Diretora de Recursos Humanos, bem como foi aplicado um questionário à DRH.
Os resultados comprovam que são escassas as oportunidades concedidas às pessoas com deficiência para arranjarem um trabalho que vá ao encontro das suas expectativas, onde as funções sejam as mais adequadas, bem como que potenciem as suas capacidades. Cabe às organizações priorizarem a inclusão como sendo um dos seus pilares estratégicos. A Câmara Municipal de Rio Maior tem apostado bastante na inclusão de colaboradores com necessidades especiais no mercado de trabalho da região, contudo ainda há um longo caminho pela frente.
Over the past few decades the labor market has undergone a lot of changes, however when it comes to people with disabilities, it still remains not very inclusive. Public entities are increasingly committed to provide quality services to society, defining Social Responsibility plans and policies to ensure the rights of citizens with special needs, to serve as an example to other entities, especially private ones, by promoting and raising awareness of inclusive practices. This study aims to reflect on the importance of human resources practices in the integration of people with special needs in the labor market, in this specific case, in the City Council of Rio Maior. A case study will be carried out on the human resources practices used by the institution for the inclusion of disabled employees in the labour market in the region, where five employees and the Human Resources Director were interviewed and a questionnaire applied to the HRD. The results prove that few opportunities are given to people with disabilities in order to find a job that meets their expectations, in which the functions they will perform are the most appropriate, allowing them as well to enhance their abilities. It’s up to organizations to prioritize inclusion as one of their strategic pillars. The City Council of Rio Maior has highly invested in the inclusion of employees with special needs in the municipal labor market, however there is still a long way to go.
