Cascais, assume-se na paisagem como uma referência harmoniosa na relação do Homem com a Natureza.
Implantada a poente da barra do Rio Tejo, a sudeste do districto de Lisboa, esta vila cedo se definiu como um local
predilecto para uma classe alta da sociedade que encontrava na mesma um refúgio do ambiente agitado cosmopolita.
Daí resulta um vasto património arquitectónico junto à costa que contrastava com um interior composto por construção
de carácter vernacular e campos de cultivo.Dado ao crescimento da vila para o seu interior, surgem bairros habitacionais.
Este factor contribuiu para uma certa descaracterização da paisagem urbana, visto que alterou a imagem da cidade,
originando uma uma certa alienação social, entre o centro histórico e a periferia.
Neste Projecto Final, pretendeu-se responder a esta questão social, sendo apresentada sob a forma de proposta de
intervenção um plano de pormenor para o Bairro Marechal Carmona.
A proposta tem em consideração o Património Humano residente no Bairro Marechal Carmona e a necessidade urgente
de uma intervenção que vise a melhoria das condições de vida dos seus habitantes assim como procura reactivar a
dinâmica social do Bairro, relacionando-o com os demais, sem perder a sua identidade.
A Casa Cultural, suportada pelo novo desenho urbano do Bairro Marechal Carmona, assume um maior protagonismo
dentro do mesmo, assim como fortalece uma imagem de centralidade para com a periferia. Este equipamento assume
a função de regenerador social ao promover a união das pessoas através da cultura, além das inúmeras mais valias
económicas inerentes, contribuindo para o crescimento sustentável de Cidade.
ABSTRACT: Cascais defines itself in the landscape as an harmonious reference in the relationship between Men and Nature . Located in the West side of the Rio Tejo, Southeast of the Lisbon district, this village was soon defined as a favorite place for a high society class that found in it a refuge from the cosmopolitan bustling environment. This presence is revealed through the vast architectural heritage left on the coast line, that contrasted with an interior essencially composed by vernacular construction and cultivated fields. Due to the natural growth of the village, housing districts arise with low architectural value in the periphery. This element contributed to a certain (de)characterization of the urban landscape, since it influenced the image of the city, resulting a certain social alienation between the historical center and the surroundings. In this Final Project, it was intended to respond to this social issue, being presented in the form of an intervention proposal, a detail plan for the Marechal Carmona Neighborhood. The proposal takes into account the Human Heritage residing in the Marechal Carmona Neighborhood and the urgent need for an intervention aimed to improving the living conditions of it’s inhabitants as well as promoting a social inclusion in order to reactivate the social dynamic of the Neighborhood, relating it to the others, without losing it’s own identity. The Cultural House, supported by the new urban design of the Marechal Carmona Neighborhood, assumes a greater role within it, as well as strengthens an image a Landmark towards the periphery of Cascais. This equipment assumes the role of social regenerator by promoting the union of people through culture, in addition to the innumerable inherent economic benefits, contributing to the sustainable growth of the City.
