O presente projeto final de mestrado tem como tema central a relação entre a cidade e
a sua frente de água, focando-se na problemática das barreiras criadas pela evolução das
áreas portuárias e nos futuros impactos das alterações climáticas nestas áreas.
Partiu-se de uma fundamentação teórica dividida em duas partes, sendo a primeira focada
no tema das cidades portuárias desde o seu surgimento até à atualidade, de forma a
compreender as suas transformações e causas dos problemas atuais, e na temática das
alterações climáticas e como estas afetarão as cidades no futuro, estudando desde as suas
causas até às formas de adaptação e mitigação. Na segunda parte é desenvolvida a análise
desta temática sobre o objeto de estudo e espaço de intervenção: a frente ribeirinha de
Belém-Alcântara, abordando a sua evolução urbana e características atuais.
Tendo como base toda esta análise, desenvolve-se uma possível solução para o tema acima
descrito num projeto urbano que pretende requalificar e adaptar parte da frente ribeirinha
de Lisboa. Esta intervenção procura a criação de uma maior relação entre a frente de água
de Belém-Alcântara através da proposta de novos e adaptados atravessamentos pedonais
de acesso ao rio, bem como a intervenção no espaço público com princípios de adaptação
desta área, de especial importância na cidade, aos efeitos das alterações climáticas, nomeadamente
a subida do nível do mar. Este projeto pretende também a criação de novos
edifícios habitacionais para incentivar à fixação de população residente e novas atividades
na frente ribeirinha de forma a dinamizar esta área.
ABSTRACT: The final master project has as its central theme the relationship between the city and its waterfront, focusing on the problems created by the evolution of port areas and the future impacts of climate change in these areas. It’s based on a theoretical research divided into two parts, the first one focused on the theme of port cities from their inception to the present, in order to understand their transformations and causes of current problems, and on the theme of climate change and how these will affect cities in the future, from their causes to forms of adaptation and mitigation. In the second part, this theme is developed on the object of study and space of intervention: Belém-Alcântara riverfront, addressing its urban evolution and current characteristics. Based on all this analysis, a possible solution is developed for the theme described above in an urban project that intends to requalify and adapt part of Lisbon riverfront. This intervention seeks to create a greater relationship between the Belém-Alcântara water front through the proposal of new and adapted pedestrian crossings of access to the river, as well as the intervention in the public space with principles of adaptation, of special importance in the city, to the effects of the climatic changes, namely the sea level rise. This project also intends the creation of new housing buildings to encourage the establishment of resident population and new activities on the riverfront in order to energize this area.
