As sociedades modernas deparam-se com graves problemas ambientais, como o
aquecimento global e níveis de poluição nunca antes vistos, e com problemas de saúde
pública provocados pelo sedentarismo. Neste contexto, a transição para a mobilidade
suave tornou-se realidade, com uma maior adesão a meios de transporte com um reduzido
impacto ambiental e que permitem a manutenção de estilos de vida saudáveis, como as
bicicletas e as e-bikes. Esta transição provocou aumentos significativos em todo o mundo
na procura por estes meios.
Portugal tem uma longa história na produção de bicicletas, com as primeiras marcas
nacionais a serem criadas entre as décadas de 50 e de 70. Desde então, deu-se uma grande
revolução nas cadeias de abastecimento, no mercado e no produto, que é agora focado
essencialmente na qualidade, na inovação e na eletrificação. Fruto de uma forte aposta
feita pelas empresas portuguesas, o país é atualmente o líder do setor na União Europeia,
sendo o maior produtor de bicicletas e e-bikes da União Europeia. É do interesse da
associação setorial e das empresas que o mesmo seja considerado como um cluster
industrial.
O presente estudo trata de uma investigação para compreender se o setor associado à
mobilidade suave em Portugal corrobora a teoria relativa à existência de um cluster
industrial.
Esta investigação utiliza como metodologia o estudo de casos, utilizando para esse
efeito a administração de inquéritos junto das empresas nacionais e entrevistas junto de
três destas, e conduz à conclusão de que Portugal pode de facto ser considerado um cluster
devido à presença de fatores avançados de competitividade, apesar de apresentar,
igualmente, algumas debililidades.
Today's societies face serious environmental problems, such as global warming or pollution levels never seen before, and with public health problems caused by sedentary lifestyles. In this context, the transition to soft mobility has become a reality, with greater adherence to means of transport with a reduced environmental impact and that allow the maintenance of healthy lifestyles, such as bicycles and e-bikes. This transition has caused significant increases in demand worldwide for these means. Portugal has a long history in the production of bicycles, with the first national brands being created between the 50's and 70's. Since then, there has been a great revolution in supply chains, markets and product, which is now essentially focused on quality, innovation and electrification. As a result of a strong commitment made by Portuguese companies, the country is currently the leader in the European Union, being the largest producer of bicycles and e-bikes in the European Union. There´s an interest of the sectoral association and companies that it is certified as an industrial cluster. The present study is an investigation to understand whether the sector associated with soft mobility in Portugal corroborates the theory concerning the existence of an industrial cluster. This investigation uses a case study methodology, using for this purpose the administration of surveys with national companies and interviews with three of them, and leads to the conclusion that Portugal can in fact be considered a cluster due to the presence of advanced factors of competitiveness, despite presenting some weaknesses.
