A evolução verificada na economia europeia e, em particular, na economia
portuguesa, têm imposto desafios de complexidade crescente aos gestores das
empresas. Esta problemática tem-se evidenciado, no mercado eléctrico nacional, onde
se assiste à transição de uma organização de monopólio para o funcionamento,
tendencialmente, concorrencial do mercado, estabelecendo a necessidade dos
intervenientes neste mercado, cada vez mais competitivo, garantirem uma oferta
diferenciada, capaz de cativar e motivar os clientes.
As mutações verificadas no mercado de energia obrigaram as empresas
(particularmente da empresa incumbente) a um redireccionamento, centrado no
cliente, e que, através do aperfeiçoamento de cada uma das actividades de valor,
promova a respectiva optimização operacional. O presente trabalho pretende analisar
a importância da gestão da função manutenção para a melhoria do desempenho dos
grandes centros produtores de energia e, por esse prisma, caracterizar as razões que
têm promovido o surgimento de múltiplas empresas de prestação de serviços na área
da manutenção industrial.
A análise realizada permite concluir que a optimização operacional da produção de
energia passa, obrigatoriamente, pela subcontratação de algumas actividades de
manutenção. A selecção dessas actividades deve ter em conta as necessidades de
retenção de conhecimento no seio da organização, promovendo o desenvolvimento de
competências internas que sejam técnica e economicamente justificáveis, permitindo a
subcontratação das actividades que o mercado oferece de forma mais competitiva
(serviços de baixa intensidade tecnológica) ou daqueles serviços que, devido à
raridade da sua utilização, se revelam economicamente inviáveis no seio da
organização (devido ao nível de especialização e/ou devido à dimensão das equipas
necessárias). Esta constatação tem sido, nos últimos anos, apercebida pelo mercado
de fornecimento de serviços à indústria, levando ao surgimento de diversas empresas
de prestação de serviços de manutenção, em particular as que oferecem um serviço
diferenciado, devido ao grau de especialização e que são analisadas com relativo
detalhe neste trabalho.
The evolution experíenced by the European economy and, in particular, by the Portuguese economy has caused company managers to face challenges of increasing complexity. This situation has become particulariy evident in the national electricity market where the shift from a monopolist market organization to one that is mostly competitivo has created the need for those involved in this increasingly competitive market to ensure a differentiated offer capable of attracting and motivating clients. The changes that have occurred in the energy market have forced companies (particulariy the incumbent company) to a customer-centred redirection which, through the improvement of each value activity, promotes the respectivo operational optimisation. This thesis aims at analysing the importance of the management of maintenance with a view to improving the performance of every energy producing plants and, thereby, charactehze the motives behind the appearance of numerous service companies in the area of industrial maintenance. The research done justifies the conclusion that operational optimisation of energy production demands the subcontracting of some maintenance activities. The choice of those activities should consider the need to keep information within the company, by promoting the development of technically and economically justifiable skills inside it, and allowing the subcontracting of activities which the market offers on a more competitive basis (low-technology serviços) or serviços which, due to their sporadie use, become economically unfeasible (due to the degree of specialisation they entail and/or the size of the teams needed). This recent realisation by the market of services to industry has led to the appearance of numerous maintenance service companies, particulariy those offering a differentiated service due to their levei of specialisation, which will be analysed in greater detail in this work.
