Este Trabalho Final de Mestrado visa estudar a forma como o sistema de produção de conhecimento português evoluiu desde a entrada de Portugal na União Europeia, até aos dias de hoje. Como tal, este estudo aborda o contexto histórico por detrás da atual política europeia para a produção de conhecimento, assim como as transformações ocorridas em Portugal neste setor – desde o início do século XX até ao tempo presente. O trabalho detalha as evoluções nas tendências, as mudanças sociais e as conquistas que caracterizaram os vários períodos na história recente. Num segundo o momento, o TFM apresenta alguns dados relevantes relativamente à evolução do sistema de produção de conhecimento em Portugal, como o aumento na produção científica e alterações no PIB investido em I&D. O TFM conclui com a análise das tendências assim como algumas das insuficiências registadas ao longo dos últimos anos, tendo em conta um conjunto de teorias e abordagens histórico-institucionais apresentadas. Conclui-se que efetivamente houve uma evolução muito positiva verificada ao longo dos últimos anos, contudo ainda existem várias lacunas e passos que têm de ser dados no sentido de afirmar Portugal como uma verdadeira potência europeia na produção de conhecimento.
This Master's Final Project aims to study how the Portuguese knowledge production system has evolved since Portugal joined the European Union to the present day. As such, the project addresses the historical context behind the current European policy for knowledge production, as well as the transformations that have occurred in Portugal in this sector – from the beginning of the 20th century to the present day. The work details the evolutions in trends, social changes and achievements that have characterized the various periods in recent history. In a second moment, the MFP presents some relevant data regarding the evolution of the knowledge production system in Portugal, such as the increase in scientific production and changes in the GDP invested in R&D. The TFM concludes with an analysis of the trends as well as some of the shortcomings recorded over the last few years, taking into account a set of historical-institutional theories and approaches presented. The project shows that there has indeed been a very positive change over the last few years, however there are still several gaps and steps that need to be taken in order to establish Portugal as a true European power in knowledge production.
