Abstract(s)
A promoção da acessibilidade propicia melhores condições para o uso e para a fruição dos espaços públicos. No património urbano a acessibilidade deve ser compatibilizada com a preservação da sua autenticidade. Assim, o estudo teve como objetivo sistematizar formas de atuação que promovem a acessibilidade no espaço público de núcleos urbanos patrimoniais.
Para prosseguir este objetivo, o estudo foi desenvolvido em três fases. Na primeira fase, foi realizado um estado de arte que abordou definições, conceitos e diretrizes sobre acessibilidade no espaço público patrimonial. Na segunda fase, foram analisados planos municipais de acessibilidade, intervenções exemplares em núcleos urbanos patrimoniais da Europa e do Brasil, e os núcleos urbanos de Guimarães e Évora, em Portugal, e de Olinda e Ouro Preto, no Brasil. Na terceira fase, a conjugação dos resultados obtidos nas fases precedentes fundamentou recomendações de boas práticas para promover a acessibilidade física e sensorial. As recomendações foram validadas por um painel de especialistas.
Verificou-se que, apesar de alguns bons exemplos, os espaços públicos patrimoniais em Portugal e no Brasil ainda não proporcionam adequadas condições de acessibilidade. As melhores práticas de outros países ainda não foram assimiladas pelo poder público Luso-Brasileiro. Portanto, os resultados do estudo são uteis para orientar ações futuras, e deste modo contribuir para a melhoria das condições de acessibilidade de núcleos urbanos patrimoniais, contribuindo para a promoção da igualdade de oportunidades.
ABSTRACT: Improving accessibility provides better conditions for the use and fruition of public spaces. Accessibility to the urban heritage should be compatible with the preservation of its authenticity. Thus, the study’s objective was to systematize operating forms that promote accessibility in public spaces of heritage urban centres. To pursue this objective, the study was developed in three phases. In the first phase, a state of art was carried out about the definitions, concepts and guidelines on accessibility in the heritage public space. In the second phase, municipal accessibility plans, exemplary interventions in heritage urban centres in Europe and Brazil, and the urban centres of Guimarães and Évora in Portugal and Olinda and Ouro Preto in Brazil were analysed. In the third phase, the combination of the results from the previous phases grounded the recommendations to promote physical and sensorial accessibility. The recommendations were validated by a panel of experts. It was found that, despite some good examples, heritage public spaces in Portugal and Brazil still do not provide adequate accessibility conditions. Best practices from other countries have still not been assimilated by the Luso-Brazilian public authorities. Therefore, the results of the study are useful to guide future actions, and thus contribute to improve the accessibility conditions of heritage urban centres, contributing to promoting equality of opportunities for everyone.
