Abstract(s)
O presente relatório serve como registo descritivo da prossecução da componente não letiva
do mestrado em Ciência Política desenvolvida no âmbito de um estágio profissional, realizado
entre outubro de 2021 e abril de 2022 nos Serviços da Ásia e Oceânia da Direção-Geral da
Política Externa, do Ministério dos Negócios Estrangeiros. O relatório divide-se em duas
partes. A primeira parte aborda o funcionamento do departamento governamental onde foi
realizado o estágio, assim como faz uma análise crítica e descritiva das atividades
desenvolvidas ao longo do estágio. Numa segunda parte, o relatório desenvolve-se numa
análise científica e revisão literária subordinada ao Vanuatu, um dos países da Ásia e Oceânia
que foi objeto de elaboração de uma ficha descritiva, que foi escolhido como estudo de caso
com o objetivo de compreender as razões da sua instabilidade política. Evidencia-se assim a
ligação entre a teoria e a prática.
Com o recurso às teorias que se focam no processo de democratização, que destacam certos
fatores como elementos negativos que dificultam a transição e a formalização deste processo,
da análise feita, destacam-se estes três fatores – a herança colonial, a fragmentação sociocultural
e a fragmentação partidária – como os instigadores da instabilidade política no Vanuatu, não se
expressando como obstáculos ao respetivo processo de democratização. Não obstante a sua
análise individual, estabelece-se igualmente uma conexão entre os três fatores, percebendo os
fundamentos da sua criação, na dimensão da instabilidade política.
This report serves as a descriptive record of the pursuit of the non-teaching component of the master's degree in Political Science developed within the framework of a professional internship, carried out between October 2021 and April 2022 in the Asia and Oceania Services of the Directorate-General for Foreign Policy of the Ministry of Foreign Affairs. The report is divided into two parts. The first part covers the workings of the government department where the internship took place, as well as providing a critical and descriptive analysis of the activities carried out during the internship. In the second part, the report focuses on a scientific analysis and literature review of Vanuatu, one of the countries in Asia and Oceania that was the subject of a descriptive report, which was chosen as a case study with the aim of understanding the reasons for its political instability. This highlights the link between theory and practice. Using theories that focus on the democratisation process, which highlight certain factors as negative elements that hinder the transition and formalisation of this process, the analysis carried out highlights these three factors, the colonial heritage, socio-cultural fragmentation and party fragmentation, as the instigators of political instability in Vanuatu, not expressing themselves as obstacles to the democratisation process in the case of Vanuatu. Notwithstanding their individual analysis, a connection is also established between the three factors, realising the foundations of their creation, in the dimension of instability.
