A investigação sobre a Reestruturação de Aldeias Rurais – Caso de estudo: o Suco de Beneufe, Oé-cusse | Timor-Leste surge no âmbito de um projecto final de mestrado, que tem como objectivo central traçar directrizes para a ocupação do solo, através de um plano urbano que vai permitir contemplar a expansão dos aglomerados rurais com alguma flexibilidade para a sua apropriação de acordo com a dimensão, necessidade e capacidade de cada família.
O tema surge como uma oportunidade de procurar uma solução para o actual estado de descaracterização e falta de definição e atenção que se faz sentir em grande parte da paisagem rural no território de Timor-Leste. Esta proposta de projecto procura resolver a questão da ocupação dispersa que se verifica em meio rural através de uma operação de reparcelamento e reestruturação de aldeias.
A proposta tem expressão em três escalas distintas: 1) Uma estratégia territorial de ocupação, tendo por base uma expansão dos aglomerados do suco dentro dos limites da mancha ocupada existente, 2) Um plano urbanístico que incide sobre a aldeia de Citrana e a sua envolvente, 3) Um plano de pormenor que propõe as tipologias de ocupação e introduz alguns equipamentos de apoio a comunidade e funções que sirvam os respectivos bairros.
Importante será referir a particularidade de cada suco e de cada aldeia. O que se procurou não foi, de todo, uma solução padrão, mas sim um conjunto de reflexões que nos levaram a uma solução sensível e que se encaixa na realidade vivida neste contexto.
ABSTRACT: The research behind Restructuring Rural Villages – Case Study: Beneufe Suco, Oé-cusse | Timor-Leste comes as part of a master’s thesis where the main objective is to define guidelines on how to occupy land through an urban plan that will simultaneously contemplate the expansion of the villages and allow flexibility for its use according to the dimension, necessity and capacity of each and every individual family. The topic presents an opportunity to seek a solution for the current state that is felt in majority of the villages in Timorese territory that are located in the rural landscape: a lack of definition, attention and characterization. This project proposal have the intention of providing a solution for the issues related to isolated and scattered land occupation through a re-parceling operation and the restructuring of the villages. The project proposal consists of three distinct scales: 1) A territorial occupation strategy, based on the expansion of each cluster within the defined limits of the existing settlements of the suco, 2) An urban plan that focuses on the village of Citrana and its surrounding area, 3) A detailed plan that proposes different types of occupation and introduces facilities that provide community aid. It is important to state the particularity of each suco, and of each village. What was intended through this document was not at all a one-size-fit-all solution, but rather a solution that can be achieved through a series of considerations that can ultimately lead to an idea that fits the daily reality of this context.
