Ao nível europeu, a coesão económica e social exprime a solidariedade entre os Estados-Membros e as regiões da União Europeia e concretiza-se através de diversas intervenções financeiras, nomeadamente as dos Fundos Estruturais e do Fundo de Coesão. São estes fundos que financiam o Quadro de Referência Estratégico Nacional que, por sua vez, apoia e distribui incentivos a vários Programas Operacionais. Nesse sentido, é o objectivo deste trabalho estudar a viabilidade económico-financeira de um projecto financiado pelo QREN.
No âmbito do estágio curricular realizado na Logica TI Portugal, uma multinacional presente no mercado das Tecnologias da Informação, foi possível acompanhar um dos projectos de Investigação e Desenvolvimento criados na empresa e apoiado pelo financiamento do QREN.
Com base nos pressupostos utilizados pela Logica TI Portugal e com base nos dados reais do projecto, conseguiu-se desenvolver uma análise de custos e proveitos e calcular o cash-flow do projecto e, posteriormente, analisá-lo do ponto de vista económico-financeiro, através de diversos métodos de avaliação de projectos. Por fim, conclui-se que o projecto é financeiramente inviável, tendo em conta todos os pressupostos definidos e tendo em consideração o financiamento do QREN.
At European level, the economic and social cohesion expresses solidarity between Member States and the regions of the European Union implement by several means, financial measures, including the Structural Funds and the Cohesion Fund. These are funds that finance the QREN, which supports and distributes incentives to various Operational Programmes. Accordingly the aim of this work is to study the viability of a project funded under the QREN. Within the curricular internship held in Logica TI Portugal, a multinational company present in the market of information technologies, it was possible to track a project of Research and Development created in the company and supported by funding from the QREN. Based on the assumptions of the company and on the actual data of the project, we had developed an analysis of costs and income and calculate the cash flow of the project, and then analyse it in terms of economic and financial, through various methods for evaluating projects. Finally it is concluded that the project is financially feasible, taking into account all the assumptions set and taking into consideration the funding of the QREN.
