Esta tese investiga como a cultura de design pode ajudar a criar e dar sustentabilidade às Assembleias Projetuais, espaços simbólicos montados a partir de questões de interesse comum, onde designers especialistas e amadores se juntam a outras partes interessadas para dialogar e projetar soluções destinadas aos bairros em situação de vulnerabilidade social. Para esta finalidade, foi realizada uma revisão teórica a respeito do papel social do designer e das abordagens históricas do design social e participativo. A partir disso, foi desenvolvido um experimento de campo no Bairro do Desterro, centro-histórico da cidade de São Luís do Maranhão, Brasil, através da metodologia da investigação-ação, que utilizou instrumentos de coleta de dados como as anotações, o diário de campo e as entrevistas em profundidade. Nele, foi possível confirmar que o trabalho do design participativo em contextos de bairros em situação de vulnerabilidade é de difícil continuidade, e a sua sustentabilidade em longo prazo é prejudicada pela ausência de uma infraestrutura sociotécnica e pela carência de mecanismos de financiamento adequados. Em seguida, foi realizado um estudo de caso no Bairro Prodac, em Marvila, zona oriental de Lisboa, para observar a experiência participativa entre o Ateliermob (estúdio lisboeta de arquitetura e design) e as associações de moradores do Prodac Norte e Prodac Sul, que apresentaram possibilidades para a formação e sustentabilidade de Assembleias Projetuais e para a sobrevivência financeira de designers que atuam na área social, através do BIP/ZIP, programa de financiamento da Câmara Municipal de Lisboa. Os resultados indicam a necessidade do designer desenvolver a capacidade de compreensão dos instrumentos de diálogo burocrático, legal e político, e, assim, atuar como mediador entre a micropolítica e a macropolítica. Além disso, há a necessidade de adoção de uma postura ativista e política que, por meio da transferência de cultura de design, proporcione autonomia às pessoas que vivem nesses contextos.
ABSTRACT: This thesis investigates how the design culture can help to create and give sustainability to the Project Assemblies, symbolic spaces assembled from issues of common interest, where expert designers and amateurs join other interested parties to dialogue and design solutions for the neighborhoods in situation of social vulnerability. For this purpose, a theoretical review was carried out regarding the social role of the designer and the historical approaches to social and participatory design. From this, a field experiment was developed in Bairro do Desterro, historic center of the city of São Luís do Maranhão, Brazil, through the action- research methodology, which used data collection instruments such as annotations, the diary of field and in-depth interviews. In it, it was possible to confirm that the work of participatory design in contexts of vulnerable neighborhoods is difficult to continue, and its long-term sustainability is hampered by the absence of a socio-technical infrastructure and by the lack of adequate financing mechanisms. Then, a case study was carried out in Bairro Prodac, in Marvila, in the eastern part of Lisbon, to observe the participatory experience between Ateliermob (Lisbon architecture and design studio) and the residents’ associations of Prodac Norte and Prodac Sul, which presented possibilities for the formation and sustainability of Project Assemblies and for the financial survival of designers working in the social area, through BIP / ZIP, a financing program from the Lisbon City Council. The results indicate the need for the designer to develop the ability to understand the instruments of bureaucratic, legal and political dialogue, and thus act as a mediator between micropolitics and macropolitics. In addition, there is a need to adopt an activist and political stance that, through the transfer of design culture, provides autonomy to people living in these contexts.
