Esta dissertação concentra-se no estudo das frentes ribeirinhas, com enfoque específico na frente ribeirinha da Cova do Vapor, localizada na margem sul do rio Tejo. Ao longo do estudo, são explorados os desafios enfrentados por estas comunidades ribeirinhas, especialmente diante das crescentes ameaças das alterações climáticas e da elevação do nível médio do mar. Por meio de uma série de simulações de diferentes cenários de defesa, como proteção, ataque, recuo e defesa, é feita uma compreensão das estratégias mais eficazes para lidar com as mudanças climáticas e garantir a sustentabilidade e resiliência da frente ribeirinha da Cova do Vapor. Além disso, foi feita a investigação à questão da ocupação informal, com foco na formação de bairros e comunidades ao longo das frentes ribeirinhas, utilizando a Cova do Vapor como caso de estudo. Através de exemplos concretos e casos de referência, procura-se compreender os desafios socioeconómicos enfrentados por essas comunidades e explorar possíveis estratégias de gestão e planeamento para promover o desenvolvimento sustentável dessas áreas. A conclusão do estudo resulta em uma proposta de intervenção abrangente para a frente ribeirinha da Cova do Vapor. Esta proposta inclui medidas de adaptação física, como a implementação de estratégias de proteção costeira e a restauração de ecossistemas naturais, bem como iniciativas de capacitação comunitária e participação local, visando fortalecer os laços sociais e promover uma abordagem colaborativa na gestão e preservação destas áreas. Ao destacar os resultados da pesquisa e a proposta de intervenção, esta dissertação visa contribuir para o desenvolvimento de soluções práticas e sustentáveis que possam garantir a adaptação e a resiliência das comunidades ribeirinhas, como a da Cova do Vapor, frente aos desafios presentes e futuros das mudanças climáticas e do desenvolvimento urbano.
This thesis focuses on the study of riverfront areas, with a specific emphasis on the riverfront of Cova do Vapor, located on the southern bank of the Tagus River. Throughout the study, the challenges faced by these riverine communities are explored, particularly in light of the increasing threats of climate change and rising sea levels. Through a series of simulations of different defense scenarios, such as protection, attack, retreat, and defense, an understanding of the most effective strategies to deal with environmental changes and ensure the sustainability and resilience of the riverfront of Cova do Vapor is developed. Additionally, investigation into the issue of informal settlement, focusing on the formation of neighborhoods and communities along the riverfronts, using Cova do Vapor as a case study, has been conducted. Through concrete examples and case studies, an attempt is made to understand the socio-economic challenges faced by these communities and explore possible management and planning strategies to promote the sustainable development of these areas. The conclusion of the study results in a comprehensive intervention proposal for the riverfront of Cova do Vapor. This proposal includes physical adaptation measures, such as the implementation of coastal protection strategies and the restoration of natural ecosystems, as well as community empowerment initiatives and local participation, aiming to strengthen social ties and promote a collaborative approach in the management and preservation of these areas. By highlighting the research findings and the intervention proposal, this thesis aims to contribute to the development of practical and sustainable solutions that can ensure the adaptation and resilience of riverine communities, such as those in Cova do Vapor, to the present and future challenges of climate change and urban development.
