Abstract(s)
Este trabalho tem por objectivo estudar a evolução da competitividade de um
sector/indústria, com um enquadramento nas teorias de comércio internacional, partindo
da aplicação de indicadores de medição e de caracterização da especialização do
sector/indústria.
O sector cerâmico foi escolhido por se enquadrar nos sectores tradicionais
portugueses com forte especialização, como os sectores têxteis, vestuário e calçado. Tal
como estes, apresenta um peso significativo no padrão de especialização das
exportações portuguesas. Acresce o interesse pela sua diversidade em termos de sub-
-sectores.
O sector cerâmico nacional tem apresentado taxas de crescimento significativas
nos últimos dez anos, com elevados excedentes comerciais, sendo um sector onde se
observa uma utilização muito intensiva de mão de obra com baixo nível de qualificação
e uma competitividade obtida principalmente através dos preços. Numa análise da
competitividade deste sector, procedeu-se à respectiva medição, ao nível dos sub-
-sectores, com destaque para os principais competidores (Portugal, Itália, Alemanha,
França, Espanha e Reino Unido), no período de 1988 a 1999. Conclui-se que o sector
cerâmico português possui uma elevada competitividade em cinco sub-sectores, tendo
como principais concorrentes a Itália, a Espanha e a Alemanha.
The aim of this study is to trace the development of competitiveness within a sector/industry, in keeping with theories of intemational trading, by applying both measurement indicators and of those which describe the specialised features of the sector/ industry. The ceramics sector was chosen because it fíts the profile of the other specialised Portuguese traditional sectors, such as the textile, clothing and footwear sectors. In common with these, it represents a signifícant proportion of the specialised Portuguese export trade. Another point of interest is the diversity of its sub-sectors. The national ceramics industry has grown significantly in the last ten years, with large commercial surpluses, and is a labour intensive sector which uses a poorly educated workforce and whose competitiveness is based largely on price. In an analysis of the competitiveness of the sector, a comparison was drawn, using its sub-sectors, between the main competitors ( Portugal, Italy, Germany, France, Spain and the UK) for the period of 1988 to 1999. One can conclude that the portuguese ceramics industry is highly competitive in five of the sub-sectors, and that its main rivais are Italy, Spain and Germany.
