Muitas têm sido as notícias sobre a possível abertura de minas de lítio
em Portugal. No entanto, não existe um “Guia” de quais são as fases do
processo de abertura de uma mina de lítio. Este estudo propõe-se apresentar
as exigências legais para se abrir uma mina de lítio, em Portugal.
O trabalho analisa o que é o mineral, de onde é extraído e quais as
técnicas usadas, e enumera as múltiplas utilizações que tem, com especial
foco para a sua utilização na produção de baterias. São também abordados os
aspetos positivos e negativos causados pela exploração de uma mina,
nomeadamente relacionadas com impactes ambientais, económicos, na
qualidade de vida das populações locais e no processo de transição
energética.
Relativamente à metodologia adotada, este trabalho pretende discutir,
com base no Decreto-lei 30/2021 e na Lei 54/2015, as exigências legais para
que se realize a abertura de uma mina de lítio em Portugal.
O estudo aborda ainda todas as fazes do projeto, desde a avaliação
prévia, prospeção e pesquisa, e por último, a exploração
There has been a lot of news about the possible opening of lithium mines in Portugal. When searching into this topic, I realized that there is no “Guide” on what are the stages of the process of opening a lithium mine. In this study, I propose to present the legal requirements to open a lithium mine in Portugal. The work analyzes what the mineral is, where it is extracted from and which techniques are used, and lists the multiple uses it has, with a special focus on its use in the production of batteries. The positive and negative aspects caused by the operation of a mine are also addressed, namely related to environmental and economic impacts, on the quality of life of local populations and on the energy transition process. Regarding the methodology adopted, this work aims to assess, based on Decree-law 30/2021 and Law 54/2015, what are the legal requirements for opening a lithium mine in Portugal. We also address all phases of the project, from the preliminary assessment, prospecting and research, and finally, exploration.
