  • The importance of developing students' technological skills in higher education for their future quality of life

    Digital technologies have been playing an increasingly relevant role in the personal, social, academic, and professional lives of all citizens, especially after the Covid-19 pandemic. As a result, the technological skills development is a central issue for any country's education and development policies. Throughout school life, young people in primary and secondary education, and later, in Higher Education Institutions (HEIs), to a greater or lesser degree, have the opportunity to build and develop various skills, namely technological. These will certainly be useful in their academic, social, and professional future life. In this way, it is intended to study which technological skills are built and developed by higher education students and what their perception about the importance of technological skills in employment, personal life, and social relationships in the future. There will be a literature review that will serve as a basis for the design of an online questionnaire to be applied to HEIs students, to verify which areas of technological skills (based on the European Digital Competence Framework for Citizens) are most developed and understand repercussions they may have on the professional, personal and social future of these students and for their future quality of life. The questionnaire was tested, reviewed by experts, and applied to students from three public education institutions located in the North, Centre, and South of Portugal. A summary of the results obtained with this questionnaire is presented.
  • Active teaching for effective learning – a teacher training model with information and communication technologies integration

    Faced with the contemporary digital society and the need for pedagogical innovation, a renewal of teaching, assessment, and learning methodologies is crucial. Active learning is one of the most appropriate teaching-learning methodologies, especially at the level of its potential for the development of skills and effective learning. The purpose of this article is to present the main characteristics and principles of the Active Teacher Training model. This model will allow the implementation of innovative teaching-learning methodologies for the integration of digital technologies into teaching. It is based on identified pedagogical trends and was characterized by being organized according to the interests of the trainees, with flexible content management, shared planning, and evaluation, supported by collaborative and cooperative work. This approach, of constructivist base, can also transfer skills to students which enable them to take responsibility for their own learning and creation of their own knowledge. The aim is to analyze the implementation of this training model, namely at the level of the interconnection of teaching and learning methodologies with the evaluation process, underpinning the pedagogical integration of digital technologies in light of the weight they assume in contemporary society. To this end, a case study was developed in a pre-service teacher training in Portugal, in a class of the Master's Degree in Teaching Economics and Accounting, of Institute of Education of University of Lisbon, in which this Active Training model was implemented during two school years. The results point to the importance of the interconnection of teaching, evaluation, and learning processes. This Active Teaching requires experimentation and integration of these processes, with formative feedback taking a significant role in achieving more effective learning. It was found that the participating teachers were able to develop skills and integrate digital technologies in their own teaching-learning process and could change their teaching practices.
  • Scientific System in Romania and Portugal. A Quantitative Approach

    This research aims to highlight the evolution of the Portuguese and Romanian scientific system in the recent decades. This article presents the process of expansion of higher education in both countries, particularly at the level of the scientific system, trying to understand how scientific research in Portugal and Romania has evolved, as well as to know the sectors that conduct this activity. In this article, the authors support their analysis using Portuguese and Romanian official statistics and from international organizations, some indicators that can clarify the volume and quality of scientific research in these two countries between 2007 to 2019, analyzing the expansion of scientific research in the post-Bologna context. The article will be finished with two unifactorial regression models analysis. The main results of the study point towards that, for the period 2007-2019, in the higher education sector, a 1% growth in R&D expenditures leads, on average, to an increase in the number of researchers by 0.18% in Romania and 1.25% in Portugal. These results may help to formulate public policies conducive to improving the state of public higher education in Portugal and Romania, especially in the financing of postgraduate and scientific production.

  • Organizações escolares aprendentes e desempenho organizacional das instituições de ensino superior portuguesas

    Esta investigação pretende estudar o papel que as dinâmicas inerentes às organizações aprendentes podem ter no desempenho organizacional das instituições de ensino superior (IES) portuguesas, através de uma revisão de literatura que apoie a apresentação de um modelo conceptual proposto pelos autores. As organizações aprendentes podem ser definidas como instituições que facilitam a aprendizagem de todos os seus elementos e em que se encontra implícita a necessidade de serem implementadas práticas de melhoria contínua. Atualmente, as IES sofrem grande pressão para (re)criar ambientes de aprendizagem significativos para os seus alunos, atendendo à crescente diversidade cultural, linguística, étnica e socioeconômica destes, das suas famílias e dos seus professores. Neste sentido, um dos principais objetivos das IES é alcançar a excelência académica nos mais diversos âmbitos, podendo estas práticas de melhoria potenciar uma gestão mais eficaz e eficiente destas organizações. Por outro lado, a literatura é consensual ao referir que o desempenho organizacional é um conceito difícil de definir e até de medir. Entre os estudos existentes sobre o desempenho, é possível afirmar que não há um único critério para definir o desempenho, o que dificulta a mensuração ou a comparação dos resultados. Para superar essa ambiguidade em relação aos critérios de desempenho, nesta investigação serão consideradas três perspetivas de desempenho, a saber, a vertente financeira, a vertente operacional e a vertente de posicionamento de mercado. Em termos metodológicos, perspetiva-se a realização de um estudo de natureza qualitativa, com recurso a técnicas quantitativas. Os dados serão obtidos através da aplicação de um questionário elaborado pelos autores tendo em vista avaliar as diferentes dimensões do modelo conceptual proposto. A amostra será por conveniência, composta por cerca de 200 emails de membros das direções executivas das universidades e institutos politécnicos portugueses, da rede pública e privada. No que diz respeito ao tratamento dos dados, será utilizado o modelo de equações estruturais, tendo em vista investigar as possíveis relações entre as diferentes dimensões incorporadas no modelo proposto.

  • The Dynamics of Learning Organizations in Higher Education Institutions

    This research aims to study the role that learning organizations may have on Portuguese higher education institutions (HEIs), through a literature review that supports the presentation of a conceptual model proposed by the authors, which aims to study the possible relationships between learning organizations and Total Quality Management (TQM) practices, innovation strategies, internationalization, and organizational performance. The survival of HEIs depends on how these institutions accept change, improve their practices and react to competitiveness. Nowadays, the most relevant aspects of education in higher education are translated by learning, dynamic structures, flexibility, and quality. Consequently, the higher education system will have to adapt to the continuous changes and new requirements, to achieve the success and the proposed objectives. Thus, to differentiate themselves from their competitors, organizations must develop their resources, promoting the creation of knowledge and the dissemination of information. Regarding the methodology of this research, the data will be obtained through a questionnaire to evaluate the different dimensions of the proposed conceptual model. The sample will consist of about 200 emails from members of the management boards of Portuguese HEIs. In the treatment of quantitative data, a model of structural equations (SEM) will be used, to investigate the possible relations between the different dimensions incorporated in the model. In terms of the discussion of results, it is intended to characterize the relationship between the concept of learning organizations and TQM, innovation, internationalization, and performance in Portuguese HEI.
  • Financial impacts of class-size reduction in portuguese educational system

    This research emerges in the follow up of a research project, funded by the Portuguese Ministry of Education, which had a great impact, and which promoted a new legal regulation regarding the size of classes. The present research aims to promote a reflection toward the benefits derived from the classsize reduction, looking, in this sense, to demonstrate that the costs resulting from this are usually overvalued when they are determined on the basis of a worker's gross cost to the State, and not taking into account the corresponding net costs. For this academic exercise, it was considered the Portuguese case and the costs of a teacher for the public education system in Portugal. Keeping in mind a methodological approach designed to estimate not only gross costs, but, in the same way, the net costs of hiring a teacher at reference prices of 2015/2016, and crossing that cost with the projections of classes to be created in the Portuguese educational system, in the academic year of 2017/2018, starting from a scenario of reduction of the maximum number of students per class, it was estimated that the net costs of that measure will be in the order of 20 million euros, a significantly lower value to those usually assumed by policy makers and considered in the scientific debate on that measure of educational policy. In addition to these net costs, it is necessary to consider other factors that justify the use of a policy of reduction of classes in Portugal. These are the positive pedagogical effects on students' learning - particularly in the most disadvantaged socioeconomic contexts -, the financial savings resulting from the amounts applied in programs to promote school retention, as well as a spillover effect in the medium to long-term resulting from a more educated population. If, to these factors, we still consider a scenario of a strong demographic decline in Portugal, it is demonstrated the opportunity and importance in reinforcing a policy of reducing the number of students per class in Portugal. This work aims to contribute to a better reflection on this subject, in Portugal and in other countries, sensitizing different educational actors for a closer approximation of the relationship between cost and direct and indirect benefits that may result from a policy of class-size reduction.
