Embora produto recente da história da Europa, a União Europeia define-se hoje como projecto político bem sucedido, ao unir os povos e promover o respeito pelas suas diversidades. No século XXI, e face a diversos desafios essencialmente de cariz económico, a UE assume a aposta na educação, sob a égide de políticas de cooperação, rumo à elevação da sua economia para a mais competitiva a nível mundial. No entanto, a UE é cada vez mais acusada de não suscitar o interesse e participação dos cidadãos no seu projecto, nem tão pouco de promover um diálogo claro com os mesmos. Apesar do estatuto consolidado de cidadania europeia, a UE peca pela falta de respostas ao crescente défice democrático e revela-se incapaz de adoptar uma estratégia de efectiva aproximação aos seus cidadãos. A investigação desenvolvida pretende contribuir para um renovado interesse pela UE e uma maior participação do cidadão na realidade europeia, através da promoção da dimensão europeia na educação e da transmissão dos valores humanistas europeus preocupações nem sempre presentes nos curricula escolares, como também sucede em Portugal para o 1.º Ciclo. Esta mudança depende, contudo, de uma nova orientação do poder político, que desde meados dos anos 90 insiste em mobilizar a educação para finalidades economicistas, bem como de uma redefinição, mais global, da estratégia de comunicação. Os princípios da dimensão europeia na educação foram aplicados numa experiência escolar com alunos do 1.º Ciclo do concelho do Bombarral, Europa somos nós, desenvolvida em 2007/2008, monitorizada por uma formadora do CIEJD, autora da dissertação. O seu sucesso demonstra o interesse deste tipo de iniciativas junto dos públicos mais jovens, bem como dos adultos seus familiares. Tendo em conta a salvaguarda do princípio de cooperação nas políticas educativas, sugere-se a promoção da pedagogia da e para a Europa através de actividades deste cariz ou de outras que se revelem significativas para os alunos, de acordo com os respectivos grupos etários. Esta será uma janela para uma efectiva inserção de uma dimensão europeia na educação, cujo fim deverá ser o da promoção de uma consciência comunitária nos seus cidadãos.
Even tough its recent history, the European Union is today a successful political project, capable of establishing peace and unite people, by promoting the respect of their diversity. On the 21st Century, and because the Community was facing several challenges essentially economic, the UE displayed higher importance on the role of education under the principle of cooperation, in order to become the worlds most competitive economy. However, the EU is more and more accused of not evoking the interest and participation of their citizens on its project, neither promoting a clear dialogue amongst them. Despite the consolidation of the European citizenship status, the EU is not only unable to respond to the growing European democratic deficit, but also incapable of adopting a strategy of effective approach to their citizens. The investigation intends to contribute for a renewed interest about the EU and a higher participation of its citizens in the European reality, by the promotion of the European dimension on education and the transmission of humanistic European values concerns not always present in the school curricula, which also occurs in the 1st cycle in Portugal. However this change depends of a new orientation on the political force, which since the 90s aims to mobilize education to economic purposes, as well as a more global redefinition of the communication strategy. The principles of the European dimension on education were applied on a scholar experience with pupils from the 1st cycle from Bombarral. The activity We are Europe was developed in 2007/2008 and conducted by a trainer from CIEJD, the author of this dissertation. Its success is representative of the interest of these kind of initiatives among younger groups, as well as among their adult relatives. Considering the maintenance of the principle of cooperation in the European policies, we suggest the promotion of the pedagogy about and to Europe through this sort of activities, as long as considered significant for pupils and according to their age group. This may be a new perspective for an effective insertion of an European dimension on education, whose final purpose should be the promotion of a communitarian consciousness on their citizens.
