O policentrismo entrou definitivamente no vocabulário e panorama político da União
Europeia com o EDEC. Este documento estabeleceu o quadro orientador, em termos de
ordenamento do território, para os seus estados membros. Embora com outras
designações, as premissas que sustentavam esse conceito haviam já sido aprofundadas
no meio académico. Desde 2002 que este constitui um dos projectos temáticos de
investigação do ESPON, tendo originado inúmeros relatórios e documentos técnicos.
O presente estudo pretende sistematizar o conceito de policentrismo, identificando as
suas componentes analíticas e propositivas. Dada a natureza multiescalar do conceito
efectuou-se uma análise das políticas e instrumentos que fomentaram o policentrismo
nas diversas escalas em que estes intervieram, desde a União Europeia até Albufeira.
Intenta-se responder a uma questão transversal, inerente à proposição de modelos
territoriais que promovem organizações desta natureza: “enquanto nó de uma rede
complementar, que tenho eu de distinto susceptível de vir a ser potenciado?”
Em consonância com os instrumentos de ordem superior, o processo de revisão do
PROT Algarve assumiu também este conceito. O potencial policêntrico da região foi
identificado. No entanto elaborou-se um Plano cujas acções em nada consolidam uma
abordagem policêntrica. O documento é, até, contraditório nas opções que toma.
Negligencia o papel de Albufeira na região, negando-lhe o dinamismo recente em termos
económicos, demográficos, turísticos, de polarização de emprego e a imutável
centralidade geográfica. Face ao exposto construiu-se um “índice sintético de potencial
policêntrico”, com o qual se pretende evidenciar a latente constituição duma região
urbana policêntrica, identificando os nós e respectivos contributos distintos de cada um
deles para o desenvolvimento e competitividade territoriais. Destaca-se o papel
determinante e estruturador de Albufeira para melhor cumprir os desígnios propostos no
Plano. Tecem-se recomendações para que o Município, no âmbito da definição duma
estratégia local de desenvolvimento e na revisão do seu Plano Director Municipal, eleve
os seus créditos e aspirações. Almeja-se que, no futuro processo de revisão do PROT
seja reconhecido para Albufeira um posicionamento que efective e desenvolva a
participação activa na construção de um sistema urbano algarvio - linear, complementar,
competitivo e funcionalmente integrado, ou seja realmente policêntrico!
Abstract Polycentrism penetrated definitively the political panorama and the vocabularies of the European Union with the ESDP. This document established the framework, in terms of land use planning, for the member states. Albeit with other designations, the premises which subtended this concept had already been developed in the academic environment. Since 2002, it is the object of thematic research projects, having originated numerous reports and technical documents. The present study aims at systematizing the concept of polycentrism while identifying its analytical and propositive components. Given the multiscalar nature of the concept we analyzed the policies and instruments which attempted to implement polycentrism at the different scales at which they intervened, from the European Union itself to the municipality of Albufeira (Algarve). The intention is to answer a transversal question, inherent in the proposition of territorial models which promote spatial organization of this nature: “As a knot in a complementary network, what distinctive features do I carry, susceptible of potentiation?” In consonance with planning instruments of higher order, the revision of the PROT Algarve also adopted this concept. The polycentric potential of this region was identified. Nonetheless, a plan was drafted leading to actions which do not consolidate a polycentric approach. The document is even contradictory in the options it takes. It diminishes the role allocated to Albufeira in the region, denying its recent dynamism in economic, demographic, tourist and job creation terms, as well as its immutable geographical centrality. We constructed a “polycentric potential synthetic index”, through which we intend to highlight the latent constitution of a polycentric urban region, identifying its knots and the distinct contribution of each one of them towards territorial development and competitiveness. The distinctive and structuring role of Albufeira in helping achieve the purpose and aims of the Plan is highlighted. Recommendations are drawn so that the municipality, in the process of defining a local development strategy and in the revision of its own land use plan, may elevate its credits and aspirations. Expectations are that, in a future process of revision of PROTAL, Albufeira be granted a position which will enhance and develop an active participation in the construction of the Algarve’s urban system - linear, complementary, competitive and functionally integrated, that is, really polycentric.
