Abstract(s)
A passagem do planeamento central para uma economia de mercado na Rússia foi
um período conturbado. Contudo, existia esperança na convergência com o Ocidente,
tanto a nível ideológico como ao nível do sistema económico e, por inerência, num
desenvolvimento e aproximação aos padrões de vida.
Esta transição, dependente da gestão pública dos recursos, pautou-se por um
conjunto de decisões de índole liberal que balizaram aquele que seria o início de novas
relações comerciais no mundo. As reformas não surtiram o efeito desejado, tendo-se
verificado uma propensão para a dependência da exportação dos recursos naturais, apesar
da oportunidade de diversificação do perfil económico/exportador. Mas será esta a sina
daquele que é o país com a maior extensão territorial do mundo?
Neste quadro, a presente dissertação propõe-se a rever, do ponto de vista histórico,
a transição de economia planificada para economia de mercado e, consecutivamente,
coloca o foco na transformação da economia desde os tempos soviéticos até ao fim do
segundo mandato de Putin.
É, portanto, um diagnóstico ao nível estrutural que irá permitir a identificação de
semelhanças e diferenças ao longo do tempo e cuja análise pretende servir como ponto
de partida a investigações futuras.
The transition from central planning to a market economy in Russia was a troubled period. However, there was hope of convergence with the West, both at the ideological and economic level, and inherently, in a development and approximation to living standards. This transition, dependent on the public management of resources, was guided by a set of liberal decisions that marked what would be the beginning of new commercial relations in the world. The reforms did not have the desired effect, with a tendency to perpetuate dependence on exports of natural resources, despite the opportunity to diversify the economic/export profile. But is this the fate of the country with the largest territorial extension around the globe? From this starting point, the dissertation presents the proposal to review, from a historical point of view, the transition from planned to market economy and, simultaneously, focuses on the transformation of the economy from Soviet times until the end of Putin’s second term. It is, therefore, a diagnosis at the structural level that will allow the identification of similarities and differences over the time and which the analysis is intended to serve as a starting point for future research
