Abstract(s)
O desenvolvimento científico etecnológico actualmente experimentado nas sociedades mais desenvolvidas tem colocado, ao nível das políticas de C&T, um conjunto de
questões de diferente natureza que ultrapassam em muito amera concessão de apoios públicos, que caracterizam basicamente o início da intervenção dos governos no
fomento deste tipo de actividades.
É neste contexto que opresente trabalho aborda duas questões fundamentais, que apesar da sua interdependência, apresentam tratamentos teóricos distintos. Assim, numa
primeira parte, o esforço foi desenvolvido em torno da fundamentação teórica da avaliação como instrumento da política de C&T, enuma segunda parte, na criação e
desenvolvimento de uma metodologia de avaliação que fosse de encontro às especificidades dos projectos do Programa Português das Cidades Digitais.
O objectivo da dissertação éprocurar definir ecriar pistas de resolução para diversas questões relevantes einterdependentes, associadas ao tema da avaliação do impacte das
novas tecnologias, particularmente das TIT, na sociedade ena economia. O enquadramento inicial do tema procura resumir a evolução histórica da política
científica e tecnológica, tentando argumentar o quanto e porquê da intervenção e responsabilidade do Estado nas questões e solicitações da ciência. De seguida, e
também como forma de contextualização teórica, foi abordada aevolução da avaliação, dos seus métodos, âmbitos e objectivos, e a sua responsabilidade como forma de
credibilização do financiamento público das actividades de C&T.
Ainda relacionado com o tema, foi também abordada aproblemática do impacte das tecnologias da informação eda telecomunicação (TIT) no contexto da " sociedade da
informação", aorigem da comunidades virtuais e aevolução para oconceito de cidades digitais, sem esquecer a referência ao ' estado- de- arte' português, relativamente aos
programas das cidades digitais.
No estudo de caso, no âmbito dos programas das cidades digitais, procura-se desenvolver uma metodologia de avaliação, fortemente baseada no método de cenários
de Godet ( 1993), que seja capaz de monitorizar, melhorar e alterar os processos de desenvolvimento do próprio projecto, etambém de mensurar eavaliar as implicações e
efeitos que a introdução e difusão das novas tecnologias da informação e da telecomunicação promovem na sociedade eeconomia actuais.
The scientific and technological development experienced today in the most developed societies lias brought, at the S&T levei, aset of different questions that overcome, in a large scale, the merely concession of public supports, that basically means the advent of govemmental intervention in the increase of this kind of activities. In this context, the present work is related with two important questions that, although being related to each other, have distinctive theoretical approaches. So, in the first part, the aim turns to atheoretical argumentation of the evaluation as an instrument of S&T policy, and in the second one, to the development of an evaluation methodology that corresponds to the spccifícity of the projects conceming the Portuguese Program of Digital Cities. The objective of this dissertation is to define and create some clues in the resolution of many relevant and interdependent questions, associated to the theme of the new technologies impact evaluation, mostly the TIT, in society and economy. The initial approach try to resume the historical evolution of scientific and technological policy, as the same time that try to answer the question about the responsibilities of the Government in temis of science needs. Next, and also as a way of theoretical justification, was developed the evaluation evolution, its methods, ambits and objectives, and also its responsibility as a forni of credibility of S&T activities public budgeting. Yet, related to the theme, was also developed the concem about the TIT impact in the context of information society, the origins of virtual communities and the evolution to the concept of digital cities, without forgetting the Portuguese state-of-the-art related to "Portuguese Program of Digital Cities". The case study develops and proposes an evaluation methodology adapted to the characteristics of the technological projects aggregated in the "Portuguese Program of Digital Cities". This methodology, based in the prospective method of Godet ( 1993), lias the main objectives of monitoring, improve and change, in a dynamic way, the development process of each project, as the same time that provides tools, to measure and evaluate the consequences and effects from the introduction and diffusion of new technologies of information and telecommunication (TIT), in the local community of Aveiro.
