Os Países Africanos de Língua Oficial Portuguesa (PALOP) são países em desenvolvimento com altos índices de pobreza mas com elevado potencial de desenvolvimento. Contudo, têm um reduzido conhecimento tácito dos processos de desenvolvimento, não conseguindo promover o seu autodesenvolvimento, necessitando de cooperação externa. A Ajuda Pública ao Desenvolvimento (APD) recebida dos EUA, e de países da Europa, como Portugal, tem tido efeitos benéficos na saúde e educação, mas demonstra pouco impacto no desenvolvimento económico destes países. A Belt and Road Initiative (BRI) tem uma abordagem diferente, que assenta na cooperação interativa, na qual os países que concordam em cooperar começam por construir infraestruturas necessárias ao desenvolvimento de setores-chave da economia e planeiam projetos conjuntos de conectividade. Portugal e alguns PALOP já assinaram um Memorando de Entendimento no âmbito do BRI, que podem incluir projetos multilaterais, nomeadamente, China, Portugal e PALOP. Assim, apresentamos um estudo sobre a cooperação Portugal e China nos PALOP, no âmbito da BRI, que esclarece os setores que Portugal e China poderão cooperar com os PALOP, de que forma o podem fazer e analisar a perceção das empresas portuguesas sobre essa forma de cooperação. Para isso, começámos por analisar os Planos de Desenvolvimento de cada PALOP para identificar quais os setores que cada país elegeu como prioritários para desenvolvimento e, cruzámos com os setores que Portugal e China mais investem nos PALOP, conseguindo delimitar os setores de cooperação: a agroindústria, infraestruturas e energia. De seguida, analisámos as principais formas de cooperação entre empresas para percebermos como é que as empresas portuguesas e chinesas poderão cooperar nos PALOP. Verificamos que os países podem cooperar através da criação de Alianças Estratégicas ou Joint-Ventures. Por fim, para entender a perceção das empresas portuguesas sobre a forma de cooperação com empresas chinesas, foi desenvolvido um estudo empírico, no qual foi possível averiguar que as empresas portuguesas optariam pela criação de Alianças Estratégicas na cooperação com empresas chinesas na industrialização dos PALOP.
The Portuguese-speaking African Countries (PSAC) are developing countries with high levels of poverty, while at the same time showing a high potential for development. However, they have little tacit knowledge of development processes and continue to fail to promote their self-development, thus requiring external cooperation. The financial aid (ODA) received from USA and EU countries, like Portugal, has had beneficial effects on health and education, but it has been a disaster in terms of economic development. The Belt and Road Initiative (BRI) has a different approach, based on interactive cooperation, in which countries that agree to cooperate start by building the infrastructure necessary for the development of key sectors of the economy and plan joint projects of connectivity. Portugal and some PSAC have already signed a Memorandum of Understanding within the scope of BRI, which may include multilateral projects, namely including China, Portugal and the PSAC. Thus, we present a study on Portugal and China cooperation in the PSAC, within the BRI scope, which clarifies the sectors that Portugal and China may cooperate with the PSAC, how they can do so and analyse the perception of Portuguese companies about this form of cooperation. For this research, we started to analyse the Development Plans of each PSAC to identify which sectors each country chose as priorities for development, and we crossed with the sectors that Portugal and China invest the most in the PSAC, managing to delimit the cooperation sectors, which are agroindustry, infrastructure and energy. Secondly, we analysed the main forms of cooperation between companies to understand how Portuguese and Chinese companies can cooperate in the PSAC. We verify that countries can cooperate through the creation of Strategic Alliances or Joint-Ventures. Finally, to understand the perception of Portuguese companies about the form of cooperation with Chinese companies, an empirical study was carried out, in which it was possible to verify that Portuguese companies would choose to create Strategic Alliances in cooperation with Chinese companies in the industrialization of the PSAC.
