Abstract(s)
A globalização do comércio, principalmente dos alimentos, requer o cumprimento das leis
estabelecidas pelos países importadores, com o fim de proteger a saúde dos efetivos animais
e dos consumidores, promovendo a consolidação dos parceiros comerciais internacionais.
Geralmente a legislação relacionada com a segurança dos alimentos é baseada na análise
de risco da ocorrência de agentes patogênicos transmitidos pelos alimentos à nível territorial
e populacional e no resultado da aplicação de ferramentas de prevenção, como as boas
práticas de produção e implementação do HACCP. O principal objetivo deste estudo é
perceber as diferenças e encontrar as semelhanças das exigências legais entre Portugal e
Brasil, aplicáveis ao longo da cadeia produtiva de carne de suíno. Insere-se num contexto de
competitividade internacional e pretende contribuir para um diagnóstico das dificuldades que
podem existir na avaliação da equivalência dos sistemas nesta área e na sua aplicação
prática. Procurou-se explorar os conteúdos mais significativos, que pudessem situar os
profissionais num contexto real e comparativo das situações estabelecidas na legislação
sobre a produção de carne de suíno, no Brasil e em Portugal. A avaliação foi organizada
incidindo sobre os seguintes fatores: infraestruturas, higiene de processo e do produto,
inspeção sanitária e controlo de resíduos e contaminantes.
Conclui-se com o trabalho que a ênfase dada aos requisitos da legislação é distinta entre os
países, a portuguesa é genérica, possui uma grande flexibilidade para os operadores
desenvolverem seus protocolos privados de segurança alimentar, exigindo alta consciência
dos mesmos, enquanto a brasileira, é prescritiva, requer um grande esforço dos operadores
para o seu cumprimento, porém facilita a interpretação e a fiscalização dos requisitos de
produção. Embora haja uma diferença da apresentação dos quadros regulatórios, nota-se que
possuem sistemas de produção com os padrões de higiene equivalentes.
ABSTRACT - Conformity assessment of Brazilian and Portuguese legislation applicable to the pig meat sector - The globalization of trade, especially of food, requires compliance with the laws established by importing countries, in order to protect the health of livestock and consumers and to promote the consolidation of international trading partnerships. Generally food safety legislation is based on territorial and population risk analysis and the application of control tools such as good production practices and hazard analysis and critical control points. The main objective of this study is to understand the differences and find similarities between the legal requirements of the two countries in a context of international competitiveness and to contribute to the diagnosis of the difficulties that may exist in assessing the equivalence of the systems in the legislation along the production chain of pork meat, but also as regards the practical application of that legislation. We sought to explore the most significant content that could place professionals in a real and comparative context of the situations established in the legislation on pork production in Brazil and Portugal. The assessment was organized focusing on the following factors: infrastructure, process and product hygiene, sanitary inspection and residues and contaminants control. This study concludes that the emphasis given to the requirements of the legislation is different between countries, the Portuguese focuses on the control of the finished product, while the Brazilian emphasizes the production requirements. Although there is a difference in the presentation of regulatory frameworks, it is noted that they have production systems with equivalent hygiene standards.
