O presente exercício entrega-se à reflexão sobre o afastamento de Lisboa a um rio que fez do nome cidade. No pós-industrialização do séc. XX, é notório uma falta de requalificação do seu território ribeirinho. Contudo, quando existe, é muitas vezes descaracterizadora da memória de um passado revelador de histórias relevantes para Lisboa. Este trabalho tenta responder a uma problemática assente na necessidade da cidade avançar os seus limites para o rio Tejo, conciliada com a existência de um por to economicamente rentável numa rede global de mercados, que no imprevisível avanço do tempo e da sociedade tem deixado vestígios históricos dignos de escrutínio e avaliação, muitas vezes desmesurados nas requalificações desta frente de rio.
Com base numa ideia de regeneração patrimonial e impulsionamento de zonas que pecam em desenvolvimento económico, social e material, propomos, assente sobre conceitos modernos, um museu para a cidade de Lisboa e zonas envolventes (afectas à área de jurisdição do Porto de Lisboa). Na inviável definição de uma proposta que englobe toda a sua área de desenvolvimento, (devido ao tempo que urge) acordámos trabalhar uma zona que é hoje caracterizada como um lugar “entre duas cidades” - Zona Oriental de Lisboa.
Com o fim de recuperar a estima pública pelo rio, manter uma actividade portuária e material reveladora de memórias de um passado incompreendido, propusemo-nos intervir sobre um território entre a Doca do Poço do Bispo e o Parque das Nações, onde desenvolvemos uma regeneração urbana baseada numa preservação da identidade do lugar, complementada com uma alteração de usos que dê resposta tanto a valores ambientais como patrimoniais, históricos, culturais e sociais, tendo em consideração a ornamentação de uma metrópole europeia do século XXI. Nasce por isso, um Museu de Hidroaviões que, pedaço de um conceito museológico maior, tenta dar resposta à problemática consciente de uma cidade em constante evolução. Tentamos neste documento lançar as bases para uma regeneração urbana, de uma frente esquecida pela cidade, que corresponda às necessidades de uma Lisboa intemporal.
ABSTRACT: The present exercise is due to reflection onLisbon’s retirement to a river that made the name of the city. In the post-industrialization of the twentieth century , there is a notable lack of requalification in its territory near the river bank. However, when it exists, it is often decharacteristic of a telling past memory, of history and stories.This paper attempts to respond to a problem based on the need for the city to advance its limits to the river Tagus. Reconciled with the existence of an economically profitable port in a global network of mar- kets which, in the unpredictable advance of time and societies, has left worthy historical vestiges of scrutiny and evaluation, often disproportionate in the demands of this river front. Based on an idea of patrimonial regeneration and promotion of places that sin in economic, social and material development. We propose, based on modern concepts, a museum for the city of Lisbon and surrounding areas affected to the area of jurisdiction of the Port of Lisbon. In the unlikely setting of a proposal that encompasses all of its development area, due to the time it takes, we have agreed to work on an area that is now characterized as a place “between two cities” - Eastern Zone of Lisbon. In order to recover the public’s river esteem, and maintaining a port’s activity and formal material revealing memories of a misunderstood past, we proposed to intervene on a territory between Poço do Bispo Dock and Parque das Nações.We developed an urban regeneration based in a preservation of the place identity and a change of uses that responds to both environmental, heritage, historical, cultural and social values, taking into account the ornamentation of a European metropolis of the 21st century.This is why a Museum of Sea- planes, which makes part of a larger museological concept, attempts to respond to the conscious problem of a city with in constant evolution.We have tried to lay the principles for an urban regeneration of a forgotten front of the city that corresponds to the needs of a timeless Lisbon.
