Ao longo deste trabalho questionamos o actual enquadramento do conceito de sociedade civil e se a influência deste novo enquadramento está a produzir uma mudança na forma como os grupos da sociedade civil se estruturam e actuam, na Guiné-Bissau. O fortalecimento da sociedade civil num contexto de Estado frágil exige um conhecimento profundo do contexto sociopolítico, informação que a maioria das vezes os doadores internacionais não têm. A dificuldade de intervir nestes contextos prende-se muitas vezes com a indefinição do próprio conceito de sociedade civil, que para os doadores conjuga vários objectivos, tais como: desenvolvimento económico, equidade socioeconómica e política, direitos humanos e democratização. Para além disso, a sociedade civil é composta por diferentes tipos de organizações com diferentes interesses, o que implica que os doadores têm de identificar a parte da sociedade civil onde os objectivos e necessidades são consistentes com os seus, o que significa definir os objectivos mais especificamente. A importância da participação no processo de desenvolvimento é relevante uma vez que as políticas e estratégias delineadas localmente terão maior sucesso, pois a população apropria-se deste processo. A participação da sociedade civil tem também efeitos na responsabilidade de cada governo, pois a contribuição das OSC favorece uma boa governação e transparência do Estado.
This paper puts in question the actual framework of the concept of civil society and whether this new framework is making a change in the way other civil society groups are formed and perform, in Guinea-Bissau. Strengthening civil society on a fragile State demands a deep knowledge of the socio-political context, and most of the time international donors don?t have that knowledge. The difficulty to get involved is very frequently linked with the indefinite aspect of the concept of civil society, which for donors unites several goals, such as: economic development, socio-economic and political equity, human rights and democratisation. Furthermore, civil society is composed of different types of organizations with different interests, which means that the donors have to identify the section of civil society where the objectives and needs are consistent with their own agenda, which means the donors have to define their objectives more specifically. In the development process, the importance of participation is relevant because the locally designed strategies and policies will be more successful, in part because the population takes charge of the process. Civil society's participation also has effects on the accountability of the government, because it fosters the contribution of civil society organizations to a good governance and transparency of the State.
