O presente relatório, realizado no âmbito da conclusão do 2.º ciclo de estudos do Mestrado em
Educação e Formação na área de especialidade de Organização e Gestão da Educação e
Formação, pelo Instituto de Educação da Universidade de Lisboa, reflete o estágio curricular
realizado na Inspeção-Geral da Educação e Ciência (IGEC), dando conta de uma
caracterização organizacional do local de estágio e das atividades realizadas, incluindo, ainda,
uma investigação desenvolvida neste âmbito. Esta investigação tem como objeto de estudo o
Programa Acompanhamento desenvolvido pela IGEC, enquanto ilustração da reconfiguração
da sua ação e, portanto, de novos modos de regulação da educação. A investigação é
qualitativa, baseada em dados recolhidos através de pesquisa arquivística, bem como da
aplicação de inquéritos por questionário. Os resultados permitiram compreender que a IGEC,
através deste Programa, tem uma atuação quase de consultoria, mantendo propósitos de
verificação da aplicação das normas (regulação burocrática), através de processos suaves que
apelam à reflexividade dos atores e à interação (regulação pós-burocrática) resultando na
produção de informação valiosa para os decisores políticos. Assim, foi possível compreender
que este Programa é ilustrativo de alterações nos modos de ação da IGEC, inscritos no quadro
de reconfiguração do papel do Estado, onde se assiste a uma hibridação dos modos de
regulação.
This report was carried out as part of the conclusion of the 2nd cycle of studies of the Masters in Education and Training in the specialization area of Organization and Management of Education and Training, by the Institute of Education of the University of Lisbon. It reflects the curricular internship carried out at the Portuguese Inspectorate of Education and Science (IGEC), providing an organizational characterization of the internship location and the performed activities, which include a research investigation on that topic. The present investigation focused on the Monitoring Programme developed by IGEC, and it serves as an illustration of the reconfiguration of its action and, therefore, of a new way of regulating education. A qualitative methodology was employed, based on data collected through archival research, as well as the application of questionnaire surveys. The results show that the IGEC, through this Programme, acts as a consultancy, maintaining the purpose of verifying the application of norms (bureaucratic regulation), through smooth processes that appeal to the reflexivity of actors and interaction (post-bureaucratic regulation) resulting in the production of valuable information for policy-makers. Thus, it was possible to understand that this Programme is illustrative of changes in the ways of action of the IGEC, inscribed in the framework of reconfiguration of the role of the State, where there is a hybridization of modes of regulation.
