A velocidade e a natureza das mudanças ocorridas nas últimas décadas afetaram profundamente o papel dos governos e das organizações do setor público (OCDE, 2019). Para melhor compreender a ação governamental, especialmente no que tange à inovação e modernização administrativa, procedeu-se com a análise do Plano de Trabalho Colaborativo na Administração Pública – PTCAP, uma ação do Programa Simplex, adotada no auge da pandemia de Covid-19 em Portugal como parte do esforço de resposta e transição de futuro. Por meio de uma análise buscou-se evidenciar a presença dos elementos caracterizadores de inovação e modernização administrativa na ação governamental PTCAP, à luz da trajetória de reforma local (XXI e XXII Governos Constitucionais). As evidências indicaram a presença dos elementos caracterizadores aderentes aos modelos de governação pública pós-burocráticos, nomeadamente o New Public Management e o New Public Governance, com ênfase no papel da colaboração dentro e entre agências governamentais, com o uso de ferramentas do design, bem como o relevante papel da digitalização dos serviços como inovação, considerando o contexto de resposta à COVID-19. Os achados indicam continuidade à trajetória de reforma seguida em Portugal após o X Governo Constitucional, indicando a pesquisa no contexto contemporâneo de tendências e mudanças recentes na esfera pública e relaciona-se com alguns dos objetivos móveis apresentados atualmente ao setor público, quais sejam: prestar de serviços de rotina; lidar com crises esperadas/inesperadas, e reinventar/inovar futuros possíveis (Bouckaert, 2021).
The speed and nature of changes that have occurred in recent decades have profoundly affected the role of governments and public sector organizations (OECD, 2019). To better understand government action, especially with regard to innovation and administrative modernization, we proceeded with the analysis of the Collaborative Work Plan in Public Administration – PTCAP, an action of the Simplex Program, adopted at the height of the Covid-19 pandemic in Portugal as part of the future response and transition effort. Through an analysis, we sought to highlight the presence of elements characterizing innovation and administrative modernization in PTCAP government action, in light of the trajectory of local reform (XXI and XXII Constitutional Governments). The evidence indicated the presence of characterizing elements adherent to post-bureaucratic public governance models, namely New Public Management and New Public Governance, with an emphasis on the role of collaboration within and between government agencies, with the use of design tools, as well as such as the relevant role of the digitalization of services as an innovation, considering the context of response to COVID-19. The findings indicate continuity with the reform trajectory followed in Portugal after the 10th Constitutional Government, indicating the research in the contemporary context of recent trends and changes in the public sphere and is related to some of the mobile objectives currently presented to the public sector, namely: providing of routine services; deal with expected/unexpected crises, and reinvent/innovate possible futures (Bouckaert, 2021).
