Em Angola, o sistema de governo pela forte concentração de poderes no Presidente e o modelo eleitoral, levanta o problema sobre a separação de poderes e interdependência de funções entre os órgãos de soberania. A pesquisa, procura estudar como vai verter na política angolana o sistema de governo adoptado, o interesse é investigar a relação entre o sistema de governo e o sistema político. O trabalho tem como objectivo demonstrar as implicações do sistema de governo no sistema político angolano. É um contributo para a compreensão do sistema político angolano. A metodologia usada na investigação foi qualitativa com o cariz descritivo, sendo a técnica aplicada para a colecta de dados preferencialmente bibliográfica. A pesquisa mostra que o sistema político angolano mantem características próximas da do seu sistema de partido único, sem que o sistema de governo tivesse grandes influências, há, pois, uma partidarização do Estado, que influencia no normal funcionamento das instituições, marcada por uma relação vertical entre os órgãos de soberania sob o comando do poder executivo. Com esse estudo, chegou-se a conclusão que o sistema de governo presidencialista-parlamentar, além de não corresponder aos desafios políticos do país, permitiu o MPLA conservar o poder.
The system of government by the strong focus of powers in the President and the electoral model in Angola, raise the problem about the separation of powers and interdependence of functions between the sovereign organs. The research, seeks to explore how the system of government adopted in Angolan politics, the interest is to investigate the relationship between the system of government and the political system. The purpose of this research is to demonstrate the implications of the system of government in the Angolan political system. It is a contribution to the understanding of the Angolan political system. The methodology used in the research is qualitative with the descriptive character, being the technique applied to the data collection preferentially bibliographical. The research shows that the Angolan political system maintains characteristics similar to those of its single-party system, this system of government having no great influences, there is therefore a partisanization of the state, which influences the normal functioning of institutions, caracterized by upward relationship between the organs of sovereignty under the command of the executive power. With this study, it was concluded that the presidential-parliamentary system of government, besides not correspond the political challenges of the country, allowed MPLA to retain the power.
