Co-management has been affirming itself as a governance model capable of promoting shared responsibility between the State, local communities and stakeholders, aiming to reconcile nature conservation and sustainable development. In Portugal, this regime has been adopted in many contexts, such as communal lands, protected areas and fisheries, reflecting the increasing appreciation for local partaking in resource management. Having this into account, this work critically analyses the application of co-management to those three contexts, resorting to bibliographic and legislative revision, as well as interviews with key informers. The main objective was to characterize the current models of co-management, identify similarities and differences, assess advantages and limitations and propose recommendations to optimize this regime. The results reveal that, although co-management is a promising tool when it comes to reinforcing shared responsibility and sustainability, it still faces significant challenges. Among the main challenges are financial instability, the need for updating of management plans, bureaucracy related to decision processes and insufficient articulation between planning instructions. The proposed recommendations include the restructuring of usage plans in communal lands, integration of autochthonous species in reforestation projects, strengthening permanent technical support, designing of financing mechanisms and promotion of intergenerational involvement, especially in the fishing sector. Co-management in Portugal remains in its early and experimental stages, presenting incipient results, but with significant potential. The consolidation of this system will depend on the effective commitment between public and private actors, grounded on legal stability, adequate financing and equitable participation, to ensure the conservation of natural resources and the resilience of local communities.
