A temática das drogas tem vindo a assumir um peso cada vez maior nas sociedades
contemporâneas, quer do ponto de vista social, económico ou jurídico. Dada a sua
complexidade, muitas poderiam ser as abordagens a este fenómeno, porém aquela
que é adoptada neste trabalho, prende-se com o conhecimento dos gastos
orçamentais que o Estado português tem em matéria de droga, nas suas mais
diversas dimensões e em face das competências que foi atribuindo aos seus diversos
organismos. A aplicação de tais fundos passa, exactamente, pelo conhecimento
aprofundado deste problema, pois só assim se conseguirá uma intervenção eficiente e
com o mínimo possível de desperdício dos recursos, sempre escassos, do Estado.
Desta forma, analisam-se todas as instituições estatais que mais têm a ver com os
diversos aspectos da toxicodependência, quer do ponto de vista das suas atribuições,
quer do ponto de vista dos montantes despendidos, para os anos de 1995 e 1996, de
forma a obter-se uma visão geral da situação portuguesa, neste âmbito.
The subject of drugs has been taking more and more importance within contemporary societies, both on social, economic or legal perspective. Due to the complexity of this problem, many different aspects could have been studied, however, the one adopted in this analysis is connected with the knowledge of the amount of the portuguese budget directed to drugs, in its multiple dimensions and in face of ali the habilities it has been given to its several offices. The destination of funds assumes a profound understanding about this question, for thafs the only way we could manage an efficient action and with minimum waste of short state resources. In order to obtain a global view of the portuguese situation, in this matter, we will describe the state institutions more related with the different aspects of drugs addiction, both in its competences and in the money spent, in 1995 and 1996.
