It is observed that the number of wasted votes, that is, votes that do not contribute to the actual election of representatives—in the Portuguese Legislative Elections is highly significant. In this context, the present study aims to apply changes to the current method of converting votes into seats, in order to minimize wasted votes. The main modification introduced is the implementation of a compensatory round. Based on this hypothesis, the results of various scenarios are defined and calculated, each representing variations in the method used to compute the compensatory round, particularly with regard to the electoral districts and the calculation of the number of seats to be allocated per district. In terms of the composition of the compensatory round’s electoral districts, in addition to the current districts, the study tests the use of a national district as well as aggregations of existing districts into new regions. The study is conducted using data from the 2024 Portuguese Legislative Elections, through a Python-based application.
