O presente trabalho foi elaborado no âmbito do Mestrado em Educação, na área de especialização em Administração Educacional do Instituto de Educação da Universidade de Lisboa e foca-se na crescente importância do diretor na administração e gestão das escolas públicas do ensino básico e secundário e na concomitante crescente importância da avaliação nas políticas públicas de educação. Este fenómeno é entendido como um sinal de alteração dos modos de regulação institucional – uma transição de modos de regulação burocrático para modos de regulação pós burocráticos, procurando-se saber como são recebidas as orientações e que implicações o diretor retira das mesmas para o seu trabalho quotidiano.
O estudo seguiu uma abordagem metodológica de caráter qualitativo, que se aproxima do estudo de caso, recorrendo-se à análise documental, observação e entrevista semi-estruturada, como instrumentos de recolha de dados. A partir dos dados recolhidos, procedeu-se à análise do conteúdo.
Os resultados obtidos indicam que, na regulação local, o incremento da avaliação das políticas públicas de educação deu novos mecanismos de ação ao diretor e é por ele considerada como fundamental na vida das organizações.
The present work was elaborated as a part of the Master in Education, in the area of specialization of Educational Administration of the Institute of Education of the University of Lisbon and focuses on the growing importance of the director in the administration and management of public elementary and secondary schools and in the concomitant growing importance of evaluation in public education policies. This phenomenon is understood as a sign of changes in the modes of institutional regulation - a transition from bureaucratic modes of regulation to post-bureaucratic modes of regulation, seeking to know how the guidelines are received and what implications the director takes from them for his work. The study followed a methodological approach of qualitative character, which approximates the case study, resorting to documental analysis, observation and semi-structured interview, as instruments of data collection. From the data collected, the content was analyzed. The results indicate that, in local regulation, the increment of the evaluation of public policies of education gave new mechanisms of action to the director and is considered by him as fundamental in the life of organizations.
