Quase trinta anos após a queda da União Soviética seria de esperar uma aproximação da Rússia ao Ocidente liderado pelos Estados Unidos, mas a realidade mostra que as fases de aproximação foram breves e relativamente raras. Neste sentido, o percurso de Vladimir Putin no poder fez reemergir velhos padrões de períodos passados. Para perceber o significado destes acontecimentos é necessário entender a leitura estratégica da Rússia sobre os interesses nacionais que considera prioritários e procurar perceber se existe uma grande estratégia nacional desde o período do Império, passando pela fase da União Soviética e na fase da Federação Russa.
O que se questiona é se o comportamento externo da Rússia tem coerência, ou seja, se há elementos comuns presentes no comportamento externo da Rússia ao longo dos três períodos.
Assim, nesta dissertação procuram-se encontrar as principais linhas de continuidade dos três períodos da história russa, ou seja, os principais elementos usados pelo poder político que permitem concretizar a estratégia da nação ao nível da estratégia militar e da estrutura política. O objetivo é perceber se existe uma continuidade estratégica que resulte numa grande estratégia nacional.
Almost 30 years after the fall of the Soviet Union, Russia would be expected to come closer to the United States-led West, but reality shows that the phases of rapprochement were brief and relatively rare. In this sense, Vladimir Putin's path in power has re-emerged old patterns from past periods. To understand the meaning of these events, it is necessary to understand Russia's strategic reading of the national interests that it considers to be a priority and to try to understand if there is a grand national strategy since the period of the Empire, passing through the phase of the Soviet Union and the phase of the Russian Federation. What is questioned is whether Russia's external behavior is coherent, that is, whether there are common elements present in Russia's external behavior over the three periods. So, this dissertation seeks to find the main lines of continuity of the three periods of Russian history, that is, the main elements used by political power that allow the nation's strategy to be implemented in terms of military strategy and political structure. The objective is to understand if there is a strategic continuity that results in a great national strategy.
