| dc.description.abstract | A função regulatória é ingrata numa sociedade de mercados tão intensos quanto esta formada no planeta Terra a partir do início de século XX. A complexa fauna de atores e atividades e as intrincadas redes comerciais nacionais e internacionais que se cruzam tornam a regulação quase sem impacto positivo muitas das vezes. Some-se a isso a explosão de dados trafegados nesses processos que passam ao largo do regulador, e que sem os quais regular passa a ser um tiro no escuro. Desde sempre as instituições usaram o instrumento de contabilidade mais básico para operar entradas e saídas, seja de dados ou de produtos, o livro-razão. Ocorre que com o volume brutal de informação relevante, sensível e estratégica circulando desde a Revolução das Telecomunicações, o livro-razão e a sua arquitetura se tornaram insustentáveis em termos de escalabilidade. A Blockchain é a nova abordagem ao processo de controlar fluxos. Com a sua arquitetura peculiar ela representa um desafio à forma de organização da sociedade sobretudo no que tange ao aspecto da confiança. Este trabalho usa a regulação como pano de fundo para explicar o que é a Blockchain, em que estágio ela encontra-se e o que é possível esperar dela em termos jurídicos, políticos e institucionais. | pt_PT |
| dc.description.abstract | The regulatory function is a hard task to be done in a society of markets as intense as the one born on planet Earth in the beginning of the 20th century. The complex ecosystem of actors and activities and the intricate national and international commercial networks that intersect it make regulation almost without a positive impact many times. Add to that the explosion of data in these processes that pass by the regulator, and without which regulating becomes a long shot. Institutions have always used the most basic accounting instrument to operate inputs and outputs (be it data or products), the ledger. It so happens that with the brutal volume of relevant, sensitive and strategic information circulating since the Telecom Revolution, the ledger and its architecture have become unsustainable in terms of scalability. Blockchain is the new approach to the process of controlling flows. With its peculiar architecture, it represents a challenge to the form of society organizes itself, especially with regard to the aspect of trust. This paper uses regulation as a background to explain what Blockchain is, what stage it is in and what can be expected from it in legal, political and institutional perspectives. | pt_PT |
