Abstract(s)
Este trabalho procura sistematizar os desenvolvimentos conceptuais contemporâneos a respeito do
significado e da relevância das políticas sociais, enquadrados na evolução dos paradigmas de
desenvolvimento.
Tentaremos explicitar se a influência da abordagem das capacidades, enquanto corpo teórico e
abordagem multidimensional do desenvolvimento humano, pode ter ou não um efeito benéfico na
formulação, implementação e avaliação das políticas sociais e, consequentemente, das práticas
sociais. Esta análise será feita no contexto dos países em desenvolvimento, onde as políticas e
práticas sociais se traduzem, na sua grande maioria, em políticas e práticas de combate à pobreza.
Tentaremos perceber ao longo desta dissertação se há um défice de apropriação da abordagem das
capacidades por parte das políticas e práticas sociais, o que poderá explicar a falta de relevância,
eficiência, eficácia, impacte e sustentabilidade destas, na promoção do bem-estar humano e do
combate à pobreza. Paralelamente, procuraremos apreciar de que forma, esta nova abordagem
encerra em si potencialidades para libertar as políticas sociais, moldadas por décadas de
ajustamento estrutural, do núcleo duro neo-liberal, centrado no homo economicus e no
individualismo metodológico, contribuindo para a promoção das políticas sociais enquanto
estratégias verdadeiramente inclusivas, de emancipação e de empowerment do ser humano, na sua
dimensão individual e colectiva, enquanto agente histórico, cultural, político, económico e social.
Analisaremos, igualmente, os constrangimentos da própria abordagem das capacidades, enquanto
enriquecimento da visão do ser humano e contributo para uma mudança dos tradicionais
enquadramentos e avaliações do bem-estar humano e da pobreza.
Por fim, o presente trabalho explora alguns desafios que se colocam à operacionalizaçào das
políticas sociais, através do exemplo dos Poverty Reduction Strategy Papersy nomeadamente o de
Moçambique, à luz da abordagem das capacidades, percebendo de que forma incorporam e
assimilam as mudanças ao nível do discurso político.
The aim of the present work is to systematize contemporary conceptual developments conceming the significance and relevance of social policies, as related to the evolution of development paradigms. We will try to explain if the influence of the capabilities approach, as a theoretical body and multidimensional approach of the human development, may or may not have a beneficiai effect in the formulation, implementation and evaluation of social policies. This analysis will be made in the frame of the developing countries, were social policies and practice are translated, in a large majority, in policies and practices to fíght poverty. Along this dissertation we will try to understand if there exists a deficit of appropriation of the capabilities approach by social policies and practices, which would explain their lack of efficiency, effectiveness, relevance, impact and sustainability in the promotion of human welfare and combat to poverty. At the same time, we will try to evaluate in what way this new approach contains potential lo release the social policies, shaped by decades of slructural adjustment, and the neo-liberalism paradigm, centered in the homo economicus and methodological individualism. We will try to understand the contribution of the capabilities approach to the promotion of the social policies as truly inconclusive strategies, of emancipation and empowerment of the human being, in its individual and collective dimension, as an historical, cultural, politicai, economical and social agent. We will also analyze the constraints of the capabilities approach, as enrichment of the image of the human being and contribute for a change of traditional frames and evaluations of human welfare and poverty. Finally the present work explores some of the challenges put to the implementation of social policies by Sen^ approach. Through the example of the Poverty Reduction Strategy Papers, namely the Mozambican one, we assess in how far the discourse rooted in the capability approach brings about a new praxis in social policies.
