A presente dissertação analisa a ligação entre a ajuda humanitária e de emergência, a reabilitação e os programas de desenvolvimento (LRRD), intersectando esta temática com os conceitos de desenvolvimento e desastre.
Foi utilizado como caso de estudo, o sismo do Haiti a 12 de Janeiro de 2010. O objetivo principal da dissertação é: verificar se a LRRD tem sido utilizada no processo de reconstrução do país.
De forma a responder a esta questão, foi realizada uma pesquisa documental abrangente, consultando os relatórios das instituições relevantes que acompanharam a reconstrução do país.
Após a realização da investigação, podemos concluir, que mesmo existindo os meios necessários para a aplicação do LRRD pela comunidade internacional, esta não foi implementada.
The present dissertation analyzes the link between relief, rehabilitation and development (LRRD), intersecting this notion with the concepts of development and disaster. We used as a case study the earthquake in Haiti on 12 January of 2010. The main purpose is: to verify, if the LRRD has been used in the country's reconstruction process. In order to answer this question, a deep investigation and analysis were done, searching on the reports of the institutions that accompanied the reconstruction of the country. In the end of this research, we concluded, that even though the International community had the means to implement the LRRD in Haiti, this actions was unsuccessful.
